You can try to run in from the front gates, take the first turn to the left, nuck the rare and run away.

This elite area is annoying when you first get there.
At least it was this way for me. But when you understand how things work, it gets easier and you actually start to like this zone. You have to get used to it, because there is 3 world quests in this area. Some of them much harder then 1 rare kill)

Tips:

You don't need to kill anyone there (you probably can, but it is a waste of time)
Leystone Hoofplates speed boosts are nice, but you don't really need them if you can draw a circle in your mind around detector mobs and you should always be on the border of this immaginary circle. Never try to rush, just wait
Paladins can take Striding with the Sunwalkers in order hall

General info:
Rare NPC in legion have almost instant respawn time (1-2 min max)
On first kill they drop Order Resources and sometimes Valiant's Glory
Valiant's Glory can be buffed with Artifact Research Notes

Trivia:

The name of this guy is almost certainly a reference to Everquest's famous Ambassador Dvinn, a Dark Elf in one of the first dungeons of the game.

I think it's unlikely to be a coincidence because WoW was partly inspired by Everquest, and several Blizzard employees were high-profile Everquest raiders at the time.

Some combat tips for this boss, since I ran into a few groups having difficulty.

1) The adds will not all auto-aggro you when you pull the boss if you pull him while he is stationary. Wait until he is on the far southwest edge of his path away from both bridges, pull him, and you'll only get the closest group of adds.

2) Adds are slow casters, easily controlled by LoS. If you use this in your pull, you can AoE them down quickly even if you get an extra group.

3) He is very easy to interrupt, and does almost no damage if you kite him well around that southeast pillar in between interrupts. As a balance druid, he was soloable with careful positioning.

from Meredil follow the main road south-east to Suramar City. At "The Grand Promenade" go straight and then go down the stairs on the left and go left (east) over the "Moonbeam Causeway" to the "The Gilded Market". Turn right across the bridge and go up the stairs and you come directly to Ambassador D'vwinn.

Ambassador D'vwinn SOLO was doable for a Beast Mastery Hunter at iLevel 859.

If you stand at
/way Suramar 54.9, 64.5 AMBUSH D'vwinn
LOS will prevent you from aggroing the mobs behind the closet two columns.

Attack her when she is closest to you and choose your time to Feign Death strategically.
Leave your Combat Allies in the Hunting Lodge. I had my hunter pet on "Defensive."
Ate 375 MASTERY food.

Required for Adventurer of Suramar.
