if you start from the "Crimson Thicket", goes south to Suramar City and from the Grand Promenade turn left and walk to the "Twilight Vineyards". Guardian Thor'el patrols there on the way.

In Shal'Aran, you can use the teleporter to the "Twilight Vineyards", then go to the right and follow the outer path until you see Guardian Thor'el.

Guardian Thor'el rare mob can be found in Suramar.
