If your looking for the Brigade Captain in Highmountain, they are located at the very top of the tower. As you enter the tower hug the left wall and you will be able to avoid the three NPCs on the ground floor. There will be an NPC on the lower stairs that you will have to deal with and then two or three in a small room halfway up the tower. You cannot skip these unless you have a stealth ability (Unconfirmed as I did this on a Warrior and don't know if they can detect stealth). The Brigade Captain patrols around the outer balcony at the very top. There will be three hostile NPCs at the top in the center and maybe one patrolling around the outside area as well not with the Captain. The Brigade Captains are elite but they are more akin to rare spawns than group required elites. Just take care and not over pull and make some working room if you need it before you pull.

Fly to Stonehoof Watch in Highmountain. Go past the bridge, up the hill, and turn right. You'll see the path with the owl in front of the way up and an alliance banner.

take the flightpath to Stonehoof Watch
head north and veer right almost like a u-turn going east up to the hill that begins the World Quest

If you are at the tower in Highmountain that is north of Stonehoof Watch, you can glide from the top of the tower to the northern most warden tower in Stormheim.

For the PVErs in the audience - this is one of the world quests that is traditional faction vs faction.

So if you're on a own-faction dominated server & playing during primetime, you've got passable odds of just being able to kill ~10 NPCs on the way up the tower, the NPC Captain at the top, and walking away without even seeing an enemy player.
