I can't get this quest to pop up, I did the three quests before it, but it never appeared.

To have this quest pop up you need to complete the quest A Peaceful World which is given by Chen Stormstout. Chen is located at 55,29; 57,06 (near Tiger Troop trainer)

It even shows a quick view of 5 prerequistes, in the very beginning of the video.

This unlocked the third artifact relic slot, for my monk.

This was by far the easiest quest for the third artifact of any I've done. My monk had an ilevel around 815. I've done all classes except DK and DH. It probably wouldn't be much of a challenge down to 800. Maybe even lower.

This is the final quest of Monk class hall campaign (until 7.2), so are close to get third relic slot in your weapons.
Ask Tak Tak to send you to Li Li and find Chen in the Chamber of Whispers.
You have to protect him and the cauldron while brew is boiling.
As the brew is ready, use it to obtain power buff and defeat Lady Keletress.

This is a warning not to do what I did, and what to do if you did anyway! I had put a few storm and iron relics in my bank, knowing I would need another Storm relic when the third relic slot opened up but not knowing what upgrades I might get to the Storm or Iron relics I already had in the meantime. When it came time to turn in the quest and chose either the Iron or the Storm relic, I hesitated because I didn't remember what I had in the bank. By looking at the map, it appeared that I would be able to ride back to Morning Breeze Village from the Temple, so I hearthed to Dalaran to get my relics out of the bank and used Zen Pilgrimage to return to the Wandering Isle. However, I found that there was NO WAY to get back to the village! The southern road was blocked by mountains; the northern road puts you far below the plateau on which the village rests (those waterfalls on the map are not falling down to the village, you are looking up at them falling down FROM the village). There is a bridge that you can see from the top floor of the temple, but there is no way to access that floor in the Class Hall version of the temple. The Transportation Mandala on the first floor only takes you up one floor, and you need to get to the top floor to take the bridge to the village. After spending a lot of time riding around and getting a lot of advice from the forums about how to do it if you are leveling your monk and doing particular quests (there is one in which a whirlwind lifts you up there, but there is no whirlwind for that purpose in the Order Hall version of the Temple), I determined that the only way I was going to get there was to ride around the island on the ocean and/or the "rocks" ringing the "island" and get as close to the village as possible (you can't get there from the water either, it is a sheer precipice that you can't get up) and then allow myself to die of fatigue. You needn't be in the water to have fatigue. My wisp appeared at a Spirit Healer and rezzed me very close to the village. So I was finally able to turn in the quest and get my third relic slot.

From the village you can ride back to the temple on that high bridge, and there is a Transportation Mandala on that top floor that takes you down to the first floor. Or, of course, you can use Zen Pilgrimage, I suppose.

It seems there is a bug if you kill the invaders too fast (for example using Spinning Crane Kick), resulting in Chen randomly dying. To avoid that just kill the invaders one by one and take a bit more time.

If you are given two choices when talking to Tak Tak, use the "take me to legion invasion" option.....

We sent defenders up to the Ridge of Laughing Winds, but they can't hold for long.

Our only chance is to finish making the Storm Brew. Chen and Aegira have already gone up to the Chamber of Whispers, but they are under heavy attack as well.

Speak to Tak Tak and take a kite up to join them at once!
