Desdel Stareye was noble who took over when Lord Ravencrest died in the War of the Ancients. He was an idiot who had no idea what he was doing and refused to coordinate with the non-night elf races. When he died nobody mourned him, and Jarod Shadowsong took command of the army afterward with much better results.

His location is in the basement where previous quest also was. Just for those that didnt complete the quest right away... like me and just see a ! on the map afterwards when returning. (like me)

you need to give the Shadowsong siblings a minute to get upstairs to the room where you kill this guy. when you get to the room and its empty, don't be like me and click the gate to the cemetery. it'll port you outside, south of the city. to get back into the caves, go north up the stairs. make a right across the bridge, left at the end of the bridge. go around until you see Araxxis and skirt past to behind him and you'll see the cave entrance.

if you fall to your death instead of taking the stairs down like i did, the spirit healer is conveniently at the bottom where your body is :)

So, I left the area before picking up the Lieutenant Of The Tower Quest, and now I am unsure of how to return. Talking to Jarod Shadowsong doesn't do anything, and I've looked around with no results of how to return.

If you did not pick up this quest and you need to get back to it -

First run up the road past all the ghostly officers until you are about to enter the arena area. You will see some gryphons flying around. Turn right thru the archway and follow it around until you see Araxxas

Go behind him, go thru the archway and follow the hallway and down the spiral staircase. Go past jarod and arduen and turn left, go straight until you see maiev

I get his health down to about halfway then his health resets, and he has full health again. I spent a good 20 minutes trying to kill him, is there something I am doing wrong? I have both Maiev Shadowsong and Commander Jarod Shadowsong with me and they are dpsing but his health just keeps resetting

Lieutenant Desdel Stareye located is in the basement of the castle, on second level. Run out of Maiev's cell, there will be ruined stairs (left side), Follow them up, go forward through an ark, then turn left, you'll see round room (there is a hole in the middle closed by woob boards). If you found no one, just wait until he respawned. When you done with him, you dont have to get back through the basement, just interact with the gate at the north east side of room.

Basement Jail of Black Rook Hold, Araxxas, who is at the north end of upper east level. Through the cell behind him, and into the archway. Follow the stairs down. The quest is given by Maiev at the end of the hall of prison cells. Black Rook Hold consists of an outer wall, on the inside of which is an upper walkway, inside of which is a lower inner courtyard. Just go into the Hold, and take the stairs up to the eastern walkway. Go counter clockwise to Araxxas.

Combat process I used with a weak mage

1. While fighting, stay clear of the door, the lieutenant will kick you outside sometimes, resetting itself to full health.

2. Aggro Stareye some, then start kiting - do this while you have enough health to kite for a bit. Your 2 npc companions will be doing damage as well - make sure to kite Stareye near them so they can build aggro. As long as the npcs have aggro, Stareye's health will not increase if he remains in the room.

3. Find a spot in the back of the room to stand and cast invis. The two npcs will continue to hit Stareye - doing no damage, but preventing him from resetting. This allows the mage time to regenerate talents, heal, etc.

4. When fully healed you can restart damage, and by now Stareye will no longer be interested in you no matter what you do - you can now kill it.

If you're dressed in wet Kleenex like I was, this is, well, one way to kill Stareye.

Description

All of your instincts were correct. Gul'dan raised Lord Ravencrest, and his ghostly army, from beyond the grave. Now, they serve the Legion, protecting secrets within the tower.

Although Ravencrest commands from above, Lieutenant Desdel Stareye operates the prisons.

He tormented me these past few moons, but I did not yield.

His life must be ended.
