You can find this item in the north western section of Gorgrond, just north of the petrified Gronn, and just west of the lvl 100's in the zone.

Gorgrond (Ring): 39, 39 - South of the FP labeled "Skysea Point"; it's actually in one of the "craters" on the mountain west of the lvl 100 Iron Horde Orcs and just north of the pools with the "turned to stone" Gronns, etc (Worldrender)

I went to the appointed area in the comments above. I have not found the ring yet at 39,39. It appears to have moved, anyone know where exactly it is?

I confirm that on live server, you can still find the Mysterious Ring at 39.39 in Gorgrond.
Just head for 'Skysea Point' flightpath and upon exact arrival, look south across the ledge: you'll see 3 craters and the one you want to search is the left one.
Walk around the ledge and you will even have a huge visual heads-up on approach with an exclamation point. Really, you cannot miss it.

Bear in mind that the Nagrand portion may be dysfunctional until there is a way to distinguish between Outland Nagrand and Draenor Nagrand. Until then, simply remove "Nagrand" from the line, then run it while you are in the zone.

its realy interesting , i try to find it everywhere around like 2 days but cannot find it , finally i decide to give quests of other parts , when i give the quests without ring , npc start to ritual and i got the follower , i can say if you give the quests of other parts you can get the follower without ring.

For this expansion, Blizzard seem to be challenging themselves to make the tiniest possible quest markers. See my screenshot for scale - this one is so small it's nearly hard to notice.

Each of these items is identified with a big, purple and gold translucent globe. Stealth will help with locating each of the 4 required items.

The Mysterious Ring is located at (39.7, 39.9) in Gorgrond, in the volcano/dip behind the giant Iron Horde Battlebeast.

The Mysterious Staff is located at (46.4, 16) in Nagrand, on one of the hills among the mushrooms, near Mr. Pinchy Sr.

The Mysterious Boots is located at (68, 19) in Frostfire Ridge. For Alliance, go W/NW from the entry into Frostfire from Gorgrond. Once you hit the giant lava pit/encounter for Borrok the Devourer, head due north through the Gate of the Breakers into Magnarok (an area with lvl 100 regular and elites). Stick to the left ridge and go all the way to the back/north.

The Mysterious Hat is located at (45.3, 37) in Talador, in the middle of Shattrath itself.

The turn in for all of these is at Khadgar's Tower in the NE corner of Talador and Image of Archmage Vargoth is your reward.

When i wanted to pick up the quest, it gave an error because my quest log was full. So i started to abandon some quests.

Everytime i abandoned a quest, a flashing orb came up showing archmage vargoth for a second and then disappearing. i tested this with long pauses.

Once you have all four items, turn them in to Zooti Fizzlefury under the canopy outside Khadgar's Tower in Zangarra.
Zooti will give you Temporal Juxtaposition.
After watching him perform a ritual, complete the quest with Image of Archmage Vargoth.
Image of Archmage Vargoth gives you the final turnin quest The Staff of Archmage Vargoth.

NOTE: if you delay picking up the last quest from Image of Archmage Vargoth, the NPC may disappear, however, you can find him back under the canopy where you turned in the items to Zooti Fizzlefury.

Bring the Mysterious Ring to Zooti Fizzlefury at Khadgar's Tower in Talador.

Description

This elegantly crafted ring is covered in ornate decorations and symbols, the most prominent of which being the letter "V" in a glowing rune. The ring seems to fade in and out of view as if passing back and forth through time.

Someone at Khadgar's Tower may have an interest in such an artifact.
