For quest turn-in, Lokra is at

Do not run back to the village (west end).
Continue through the Boneslag to the far end (east end).
There is an exit at the east end and Lokra will be waiting for you.

I ran back only to find that she was waiting at the other end. I stayed on top and ran along the side (on the black rocks), then entered form the far end (east end) to turn-in.

Lokra will be one of the 3 choices for follower you will get when completing The Battle of Thunder Pass ... you get The Frostwolves Stand Ready.

1. Securing the South - (Video)
• Accept Securing the South, from Durotan, at coords 43.0, 41.5.
• Exit Bladespire Citadel and travel to 20.5, 51.6.
• Speak with Roark the Airwolf and catch the wind runner taxi to Stonefang Outpost.
• Turn in the quest to Lokra at coords 38.6, 52.4.

2. They Who Held Fast - (Video)
• Accept the quest They Who Held Fast, from Lokra, at coords 38.6, 52.4.
• Travel east to coords 41.4, 52.8 and speak with Frostwolf Warrior.
• Enter the building that the Frostwolf Warrior is standing in front of, and speak with Matron Suma.
• Exit the building, travel west to coords 40.0, 52.8 and speak with Rota Surehide.
• Travel west to coords 39.2, 52.4, and speak with Dungar Frostmane.
• Travel to 38.6, 52.4 and turn in the quest to Lokra.

3. Into the Boneslag - (Video)
• Accept the quest Into the Boneslag, from Lokra, at coords 38.6, 52.4.
• Travel northeast to coords 40.4, 49.0 and click on Roknor (corpse is laying on the ground).
• Travel north to coords 41.0, 44.6 and click on Makar Stonebinder.
• Travel east to coords 44.2, 43.0 and click on Gana Surehide and select "Break the chains."
• Travel southeast to coords 47.5, 45.5 and turn the quest in to Lokra.

4. Moving Target - (Video)
• Accept the quest Moving Target, from Lokra, at coords 47.5, 45.5.
• Travel southeast to coords 55.3, 56.7.
• After The Iron Wolf kills Asha, turn in the quest to Lokra.

5. The Strength of Our Bonds - (Video)
• Accept the quest The Strength of Our Bonds, from Lokra, at coords 55.5, 56.6.
• Travel east to coords 63.2, 60.0, and turn in the quest to Karg Bloodfury.

6. Where's My Wolf?! - (Video)
• Accept the quest Where's My Wolf?! from Frostwolf Champion, at coords 63.2, 60.0.
• Defeat Beastmaster Torash, located at coords 65.8, 61.4.
• Travel southwest to 61.0, 65.0.
• Click on Nerok to free him.
• Turn the quest in to Frostwolf Champion.

7. Enfilade - (Video)
• Accept Enfilade from Frostwolf Champion, and The Master Siegesmith from Frostwolf Champion.
• Travel southeast to Grom'gar in the vicinity of coords 62.1, 71.4.
• Click on 5 Blackrock Blasting Powder.
• Destroy 5 Iron Horde Cannon.
• Turn in the quest to Frostwolf Champion.

The Master Siegesmith
• Travel to coords 62.4, 75.0 and defeat Master Siegesmith Uratok.
• Turn in the quest to Frostwolf Champion nearby.

8. Return to the Pack - (Video)
• Accept the quest Return to the Pack, from Frostwolf Champion.
• Use your Garrison Hearthstone to return to your garrison.
• Exit your Town Hall and travel north to coords 50.1, 37.7.
• Turn in the quest to Durotan.
