Also pick up the following quests before you start this one;

None Left Behind
From Bad to Worse

To the west you will find the abandoned ship. Kill the Deep Sea Tormentors (Lizardmen) and gain access to the ship where you will find injured Sailors to heal and crates with a first aid symbol on them to collect for Medical Supplies.

If you find it hard to get supply packs because there are too many other people doing a quest then look for a cave entrance in the middle of the quest area. There are plenty down there and I have never seen other players down there.
