I got this from the Warchief's Command Board in Dalaran today, used the item and arrived in Orgrimmar, but there's nowhere to hand any quest in and it's disappeared from my quest log. Unsure what the point of this quest is at the moment other than a free return to Orgrimmar from Dalaran since portals got removed.

The portals are back now but the quest remains, so really it doesn't serve a purpose except to give you a free teleport to Orgrimmar. It doesn't share a cooldown with your hearthstone so might as well keep it for later use.

For a reason that I haven't been able to find out yet, this quest isn't available for everyone (every character).

Earlier today, I accepted (Friends in Dalaran) with my level 82 DK, turned it in and the Warchief's Command Board had this here quest for me waiting right on it. A few hours later, I proceeded the exact same way with my level 82 monk and there was no quest on the board. At first, I thought it was an exclusively monk-related bug (read section below why that is) but my level 81 huntress didn't see the quest either and, like the DK and the monk, she hadn't been to Dalaran before at all. My level 90 druid was able to pick it up, so it's probably not level-related and since she's been questing in cataclysm zones, it's probably not related to completing the initial cataclysm quests either (which would have been the most logical relation to me).

With the monk, I also wasn't able to do the quests in Utgarde Pinnacle, nor the quest chain in The Culling of Stratholme though I don't remember doing those. Also, I should have been able to cut the RP sequence if I really had completed the quest before but I couldn't, so I proceeded with the dungeon as usual which worked out fine (the way it had to be done before cutting the RP sequence was even possible).

It seems that it's a character-specific drawback of some kind (not sure if it's a bug or just something on my end that I'm not aware of) - however, I had no issues picking up the initial Northrend quests in Dalaran and then questing in those zones (Sholazar Basin & Storm Peaks) with that same monk, so why I would see certain quests but not others is beyond my current understanding.

As the Adventure Guide, which has replaced the bulletin boards, directly gives Warchief's Command: Vashj'ir! and Warchief's Command: Mount Hyjal!, apparently this quest (along with Veteran's Hearthstone) is no longer available.
