i was able to get the Hillsbrad Foothills Quests earlier tonight and i got stuck at the same spot, i just finished all the quests up to that point then went to tarren mill and started there.

Just to confirm, I had the same issue with Orkus - and so couldn't complete his questchain.

However, I did complete the Zone quests with 3 quests to spare, and that was without having done any of the sunflower quests.

Make sure you do the quests from Tarren Mill and the Eastern Guard Tower - as well as the quests from the entry point in the west.

Just talked to a GM about it a few minutes ago he/she said he was going to file a report 'QA' ? so hopefully it's fixed soon.
Really nice helpful GM though he/she waited for me to disband the quest and try again to see if it worked but it didn't.

Oh well.. now we wait. =)

This bugged quest chain was preventing me from getting The Loremaster achievement. 49/50 Hillsbrad quests and no help from GM's. Here is how I beat the bug.

Take the quest, sit on the island and have a low level friend or stranger take the quest and show up at the island which will spawn the NPC Orkus.

I had this quest bugged with a level 85 character. However, Kingslayer Orkus showed up with a level 70 character where I was able to complete the quest.

This quest is still a known issue, with level 85's not being able to see Npc or complete this quest.

If you use Carbonite addon with "Show quest on map" turned on, you should be able to see all available quest. However, I got stuck at the same spot with no other available quest in the zone and this can make it seem like a dead end.

I found 3 item drops that start quests, that can open up more quest that count toward your Hillsbrad 50/50 loremaster achievement, this ended up to be all I needed and got it today.

If these do not end up completing your achievement after opening up all available quest, then you are definitely missing some out there in this zone, I Hope this helps a bit.

Quest was bugged for me as many above. However today (26 Jan, 2011), as I was cleaning up some unfinished things I went to the Isle and there was Orkus! Finished the questline, got the Hillsbrad Achievment, and got to enjoy the finale. Thanks Blizz - better late than never.

It appears that "The Road to Purgation" quest turn-in is still bugged at this time; I am attempting this on a level 90 belf priest. All the usual tricks don't seem to work: Resetting the UI, turning off all add-ons, log out / log in, dropping quest and re-acquiring. The only thing I have not yet tried, is accompanying a lower level toon through the quest.

I submitted a ticket, when I get a reply I will edit with an update.

Update: I did get a reply back from Blizzard, they did acknowledge that this has returned as a bug. They are not sure if this will be a server-side patch (farily quick) or a client-side patch (will take a while). In the meantime, you could also try the following (but it didn't work for me) - -

1. If you have other quests active in the same zone, this quest completion might be phase shifted so you can't complete this one. Try resolving the other quests in the same zone, then return to this one.

2. Try logging out in a different zone. Wait for a while. Maybe an hour or so? Log back in and return to Hillsbrand to see if you can see the quest turn-in (Orkus).

I was wondering if anyone else has an issue right clicking the battle plan master to get the plans and nothing happens. Iv'e looked everywhere for those plans and they simply are not to be found. Can someone help please ?

If you can't see 'Kingslayer Orkus' then make sure you've done
"Welcome to the Machine" (a quest from 'High Executor Darthalia' at the Southpoint Gate (far east part of Hillbrad Foothills)

After you do that quest you should be able to come back and see him.

For all who are trying to get the Loremaster Achivement: This Quest doesn`t work with a high level character. I stucked on this Quest in BFA with a level 110 Character, but the NPC doesn`t come. I tried it with my level 71 and surprise: the NPC is there! Seems like there is a Problem with high levels.

If you're like me and are a stickler for earning your Loremaster on one character, this quest, and therefore Loremaster, is impossible to complete normally if you are a max-level character.

However, I was able to find a way to get this quest completed on a high level character, and then was able to progress through the rest of Orkus' quests to finish his chain. This requires another low level character which can either be controlled by another player, or you on a separate starter account.

Solo method:

In order to do complete this quest on a max-level character without anyone assisting you, you will need to create a secondary starter WoW account, as both your max-level character and your low-level quest mule will need to be logged in concurrently. This method may be somewhat time-consuming since you will need to level a new character (unless you already have one leveled on a separate account). If you need to level a character, I recommend doing Exile's Reach rather than any other starter experience as it is far faster. Once your low-level character is finished, head to Hillsbrad.

Non-solo method:

This method will require someone to control a low-level character that is able to but HAS NOT completed this quest. This means that they will at least need to complete Welcome to the Machine.

Invite the other character to a party and activate party sync (may not be needed).
Accept the quest on both characters and let them fly to Purgation Isle.
When you arrive, Orkus will still not appear for your max-level character. However, he should appear as a companion for the low-level character, and he can be interacted with by your max-level character. You can now complete the quest.
Have the low-level character wait and not complete the quest They Will Never Expect This... while you complete it. You will need to turn in the quest to the low-level player's companion Orkus.
The low-level character will now phase out and you should be able to finish this quest chain normally on your max-level character.
