Gavis Greyshield can be found in the captain's quarters of the boat to the southeast of Theramore at 76,57.

If you're a lv 85 doing this quest:

You have to take off ALL your armor.
Auto attack him til he gets to 20%-15% health.

Just 1 shotting him doesn't give you credit, he just says his lines and disappears.

When finally subdued, he asks you to take it easy on his men as they were just being misled. I guess he should have thought of this BEFORE making it so you have to nuke his entire crew just to get to him.

Note - not sure when they did this, but as of 5.4 the original Theramore is back again. Considering the destruction of Theramore was probably the most unpopular decision in the history of WoW, Blizz probably decided to put it back. I just went on my 90 and was able to pick up this quest.

For some reason I appeared to pull the whole ship - just as Gavis surrendered, they all came running into the room. Not sure if a bug or intentional.

Defeat Gavis Greyshield aboard the ship southeast of Theramore.

Description

Now that we've eliminated the deserters from Theramore, it's time to complete this operation. My local contacts have reported that the deserters base their operations in a ship moored on a small island to the southeast of the docks.

Arresting their leader, Gavis Greyshield, should cause the others to lose their will to fight. Find him within the ship and convince him to surrender. I wouldn't be surprised if he puts up a bit of a fight for show, but then surrenders when he understands he can't win.
