To get the burning blade's cave, you actually have to go to the rise at the top of the ravine. It's remarkably easy once you do it. If you're in Razor Hill, run in the direction of Orgrimmar, but take a right once you get to the end of the buildings. There will be a hill that you can go up and that will take you up top. Keep running in the direction of Orgrimmar and you'll see a cave with some orcs guarding it.

The co-ordinates for the hill that leads atop the ravine are 53, 38.

The Reagent pouch drops at the burning blade people at 51 26 but the cave entrance is at 52 29 (dropped on 5th Cultist)

The Fire tar dropped at the razormane people in the barrens at 55 26 off of ANY Razormane at thorn hill

Commenting here because I had to piecemeal my success from the above comments (very helpful, but can get confusing).
So! My very own summary.
To find the cultists:
From Razor Hill go north out of the camp. Immediately past the last building in camp, hang a right off the road and follow the curve of the ravine around. There's a path that leads up to top of the ravine (53, 38). Continue north--you'll run directly to the mouth of a cave. Yes, there are mobs there hanging around the front of the cave that -aren't- cultists.
Don't fret!
I thought I was in the wrong area too. They're inside the cave, to the left when following the path. First cultist dropped it for me.
(Incidentally, don't be like me and spend an hour in the cave near Orgrimmar. You'll end up scratching your head and wondering why none of the mobs in there are cultists. :3 )

Dont waist your time like me killing the Razormane guys in Durotar they are in the Barrens ok east of Crossroads.
And the cultist are in the cave at 52,26

I had a frustrating time finding the cave, hopefully this can help others: Head east out of Razor Hill, and go north almost immediately. You should come across a small farm with the NPCs Harroc and Rokar Bladeshadow. Look to the northwest, you will see a small hill. Head toward it, and you will see the cave entrance, with Burning Blade Thugs all around. Huzzah, you found it, now get to whomping.

I got the Fire tar from the Razormane guys at 55.4,25.9. Took a little bit to get it. I got the Reagent pouch from the culist guys in a cave that dont show up on the map but its at 53.8, 30.8

the cave Wowzer mentioned is called Dustwind Cave, and it's the right cave, even though you won't know it right away. You have to go in a little ways to find cultists. Also, I can't see how it's that hard to find. There's the ravine that the road to Orgrimmar runs through. Just go up the right side of it instead of getting on the actual road and you'll come up to the cave pretty quick. It's actually pretty much due north of Razor Hill, not northeast or whatever the quest data says.

Fire Tar: Coordinates 55, 26: Thorn Hill, The Barrens. Any Razormane enemy at Thorn Hill will give the Fire Tar. Do not go into places like Agama'gor or something, just head east of the crossroads. Thorn Hill is marked on your map east of the crossroads as a mound with a spiky vine coming out if it's top-right corner.
Reagent Pouch: Start at Coordinates 53, 38 and go up the hill to those high parts around the ravine. For those who didn't know, on a side note, that's how you get the high-up copper nodes. Go to 52, 29 while staying up above the ravine. You'll reach a cave, with cultists further inside than the mobs out front.

*Note: DO NOT GO IN THE RAVINE!*
once your at the edge of town, stay on the cliffs don't go in the ravine like i did and go to the wrong cave. Dustwind Cave is not the correct one. you're not fighting harpys you're fighting Orcs.

Reagent Pouch drops from Burning Blade Cultist in Durotar.
They are in a cave where the entrance is @ 52, 29 which is ON TOP OF THE MOUNTAIN not below

As a warning to anyone doing this quest, if you earthshock the imps controlled by Burning Blade Cultists they won't run to you, they instead turn and pull the nearest add and it can be quite problematic.

There goes an hour of my life. :)

First off - Razor Hill is in Durotar, not in the Barrens. Go to the north edge of Razor Hill, where the road goes to Ogrimmar. Don't follow the road, go to the east and then directly north up the hill so you're looking down on the road. Follow the cliffs north, above the road. At 52,30, as previously stated, you'll be looking at the cave. The cave will be to your right.

Fire Tar are dropping Razormane Defenders and the others. You can find them here - http://www.wowhead.com/?maps=17:556269. I killed only 1 Razormane Defender and he dropped Fire Tar to me.
Reagent Pouch drops Burning Cultist. They're in the cave east from Orgrimmar. You can find them here - http://www.wowhead.com/?maps=14:545091

I know there are other posts on here that give directions, but I'd like to remind everyone else that not everyone has the addon that gives you coordinates, if you truly want to be helpful, then use landmarks please.

Ok Shakman, You gave the incorrect coordinates with your map for the Reagent pouch. The correct location is to the cave entry is at (52,29). I walked all around that cave coordinate you gave killing casters and they were not the right ones. This quest is already taking over an hour to do, we don't need more idiots posting inaccurate coordinates!

Once again, The cave entrance is at 52, 29 NOT 54, 10

DO NOT DIE! If you die, you spawn outside Ogrimmar, and have to run down the valley to Razor Hill then go round and back up.

i just spent 25 minutes of my life in that cave and then i read here that in cave is NO cultist so dont go there

i went there at level 13 with 2% xp and now i have 60% xp got from just killing mobs level 9.spent about 40 minutes and still haven't found any cultist. have fun.

ok i give up killed those guys gazz'uz and fell sworeaver or wth his name is + cleared all cave 2 times and no cultists.. can any of you tell where you got the puch

When I was with my Tauren hunter in Drygulch Ravine and Track Humanoids on, i saw the name of all the Cultists, Thugs, Neophytes and Minions? I was so confused, I'd never seen them before :p.
Pouch dropped on my first Cultist.
Fire Tar dropped on my fifth Water Seeker.
Definetly possible at lvl 12

After about a continuous half an hour of trying to do this by myself, i gave up on the character all together and stuck to alliance, this whole quest chain is terribly set up and i hate doing it.

Bring 1 Fire Tar and 1 Reagent Pouch to Telf Joolam in Durotar.

Description

But you did not come here for a history lesson, did you? You came for the Eternal Flame and fire totem.

The first step is to create a sapta and bind you to the flame.

I can create the fire sapta for you if you bring me two items. The first is fire tar, a simple item usually carried by Razormane spellcasters in eastern Barrens.

The second item will be more dangerous: a reagent pouch from one of the cultists of the Burning Blade. You can find them in a cave above the ravines northeast of Razor Hill.
