He's in the camp at 87,79 near some big dragons

For some reason I am unable to pick up this quest at level 79. So I think it's important to state that you can't just visit the camp at 78 and do this quest. If somebody knows the pre-quest that allows you to do this quest, please can they link it? Thanks.

I was amazed first time doing this quest, as you fly down to pick up the survivors on your dragon, that The Lich King himself is stood on an alter overlooking scourgeholme, and you Can attack him. The result is, of course, an instant death, but its fun to actully get the chance to attack the lich king here.

Speak with Penumbrius at the Argent Vanguard in Icecrown.

Description

Across the Valley of Echoes, west of here, and through the Breach, is the first Scourge encampment in Icecrown known as Scourgeholme. We fought a good fight at Scourgeholme and killed many Scourge, but in the end we were forced to retreat. Many soldiers were left behind - their fate unknown.

If there are survivors, we must attempt a rescue. Directly down this southeastern path is Penumbrius, ally of the bronze dragonflight and caretaker of the proto-brood. Seek him out and ask for his assistance.
