As I noted on the quest Let's Go Surfing Now, you can use the harpoon gun to ride down to Valgarde, get the ingots and then talk to that same NPC and fly back up to Explorer's Leage Outpost on a flying machine.

To save on travel time when picking up the Ingots from McGoyver:
1) Go to Nifflevar and ride the Large Harpoon back to Valgarde.
2) After you receive the Ingots, speak to McGoyver again, he'll fly you back to the Explorers' League Outpost.

When you ask for the Ingots, you get to say "Yarp" to him, same as the lightly retarded bully in Hot Fuzz (the movie) says.

FYI Bjorn Halgurdsson (70-71 Elite) is guarding the Rope... as a frost Death Knight I found him impossible to kill since he was immune to Death and Decay - Plague Strike and of course, Icy touch... so here is how I managed to get the rope

Step 1. Clear 2 pats and the 2 mobs in front of Bjorn but dont get too close.
Step 2. Pull out your Ghoul
Step 3. target Bjorn
Step 4. Hit Chains of Ice ( yes he is immune to this as well however zero melee damage and minimal threat allowing ghoul to gain first threat )
Step 5. Get Rope
Step 6. Run and save yourself. hit my Icebound Fortitude while running and then I also hit my unbreakable armor. ( Health pot if you need one... )

I ran due East toward main town entrance and as soon as I crossed small bridge he de-aggroed

I then had to fight off the two mobs at the entrance but they are cake..

actually this is the first Elite I have had trouble with on the Death Knight even those 1 or 2 levels higher than my level. just him being immune to everything I could throw at him made it easier to steal the rope and run

Found the Rope, In Baleheim at (66,40). This is behind the Southern wall of the Westernmost Tower. There appears to be Multiple spawns.

Large Barrel was found at (67, 52) Or on the corner of the Northernmost building in Nifflevar. It is on the right hand side of the North entrance to the village.

Dark Iron Ingots are aquired from McGoyver(60,61), the gnome in Valgarde who is next to the dock, and the plane. You can either hitch a ride on his plane to the Explorer's League Outpost, or you can ride all the way back there. The plane takes longer, but it is Autonomous so you do not need to be at your keyboard. WATCH THE CONVERSATION DIALOGUE, IT IS VERY EASY TO CLICK THE WRONG DIALOGUE AND TAKE THE SCENIC ROUTE.

Recomended chain of events : Head to Baleheim, grab the rope. Then travel south to Nifflevar and grab a Barrel, then head down to Valgarde Via the Large Harpoon Gun. From there either fly, or hoof it back to the ELO. I also Recommend killing the Vyrkul at Baleheim or Nifflevar to get Steel Ribbing , quest objective for We Have the Technology

Holy hell DO NOT TAKE THE FLYING MACHINE on the way back from the ingots.

Run or swim across the water and up the ramp by Nifflevar on the East side.

Seems like McGoyver isn't giving any Dark Iron ingots after talking to him. See this post on the bug report forums on the wow retail boards.

Yea, can't get any Dark Iron Ingots from the gnome dude for the quest 'We can Rebuild it', I choose the gossip option for 'Walt sent me to pick up some dark iron ingots', than choose gossip option 'Yarp' to be sent back to the base, but I'm not rewarded any dark iron ingots.

Possibly its bugged because this spell, Create Dark Iron Ingots, is not being cast on the player?

as an arcane mage at lv69, i solo'ed the rope by using mirror image on bjorn. the images kept bjorn distracted long enough i was able to get the rope & get out of town. :) they did a decent amount of damage on him too.

I the rope is spawned under Elite, approach from the knoll on the northwest of the building (facing Southeast) Stay close to building and boxes and get as close to rope as you can. Grab rope... I had done this quest with three different classes. No aggro on any of them and the stupid rope always seems to be there so I must be really unlucky on that respawn

The rope is lying on the ground coiled up in front of the house, right behind the guy on the dragon. All I did was fly over to left side of house facing the guy and landed. Just walked slowly up to rope and clicked. I just made sure that the vrykul who walks back and forth to the same area where the rope is was far enough away. Had no problems.

Dwarves with "Mac" and "Mc" names all over Valgarde, so I'm mousing over every dwarf in sight trying to find the right one, and the Macgoyver I'm supposed to talk to for this quest turns out to be the gnome.

I had a hard time finding the npc that gives you the dark iron ingots. It's a gnome named McGoyver located at 60.76 61.46 near a flying machine and the docks.

You have to speak to the gnome McGoyver (60.76 61.46) near the aircraft by the docks for the ingots. The blue quest circle doesn't fully encompass the location of the gnome. Especially if you didn't read the quest text and spent ages trying to find a stack of ingots!

We Can Rebuild It

Walt at the Explorers' League Outpost in the Howling Fjord wants you to bring him a Large Barrel, Industrial Strength Rope and Dark Iron Ingots.

Tools? Check. Materials? Negative.

If we're going to build this thing, you're going to have to get me the materials.

First things first, <name>. For the skeletal structure I'm going to need a large barrel from Nifflevar, some dark iron ingots from Valgarde, and industrial strength rope from Baleheim.

Nifflevar and Baleheim are vrykul towns northwest of here. Valgarde is located in Daggercap Bay, also to the northwest. Speak with McGoyver to get the ingots. He'll fly you back here once you're all done.
