High Intensity Fog Lights counters the naval threat Dense Fog. Its blueprint is dropped by Xanzith the Everlasting.

High Intensity Fog Lights can be acquired 3 ways:

Automatically, as the native trait of a new or upgraded rare or epic ship,
Looted, from a mission that has a ship with the Gnomish Crew / Troll Crew buff, or
Purchased, from Salty Jorren / Kronk Rustspark after it has been unlocked by learning the blueprint.

Additional traits: There are 7 Tanaan Jungle bosses who are guaranteed to drop specific Equipment Blueprints needed for the achievement Naval Mechanics.

Protip 1: I use Macro Toolkit to avoid having to split macros into smaller parts. There are other addons that also allow this.

Note: An 8th boss, Iron Reaver, (second boss in Hellfire Citadel) drops Equipment Blueprint: Gyroscopic Internal Stabilizer which counters Chaotic Whirlpools. The blueprint drops on all levels of raid difficulty.

Note 2: What about the rest of them? Only 3 other blueprints are available in 6.2.0. They come from various sources. Equipment Blueprint: Blast Furnace (Blast Furnace for Swift), is a quest item. Equipment Blueprint: Unsinkable (Unsinkable) and Equipment Blueprint: Tuskarr Fishing Net (Tuskarr Fishing Net) are vendor rep items.

The blueprints for Ammo Reserves, Automated Sky Scanner, Sonic Amplification Field, Q-43 Noisemaker Mines, & Extra Quarters are not obtainable and are no longer required for the achievement.

However, each of these 5 pieces of equipment has a chance to be provided automatically when upgrading or building new ships.

Excluding XP missions, this threat is found in 2 blockade missions (both in Evanescent Sea; meant for Horde players) and 6 treasure missions. 5 are for Baleful tokens (and are Horde-only as the missions all take place in the Evanescent Sea), while the 6th one gives you a Strength DPS heirloom ring.

Alliance player's ships can randomly have a Draenic Crew, which will counter Dense Fog.

There are currently only 13 missions from the Garrison Shipyard that have Dense Fog as a Threat, and only two of these missions, Try Evading This and For Hate's Sake, are impossible to 100% without a Draenic Crew.

Alliance players do not need to counter Dense Fog because nearly all missions requiring this counter are Horde missions. The only exceptions I have found are Broken Horn Village, Try Evading This, and For Hate's Sake. This makes both Draenic Crew and High Intensity Fog Lights nearly useless unless you are farming the rare ghost missions. Ironically, on the Horde side Orc Crew counters Icy Water, so as an alliance player you will need Ice Cutter for many missions in the Frostfire Ridge quadrant.

Unless Blizzard changes this, as Alliance I recommend recommissioning any ship with Draenic Crew (or keep at most one, if you want) and replacing High Intensity Fog Lights at first opportunity.

Patch 6.2.2 update:

As of 09/01/2015, Blueprints are now learned account-wide*.

* Except for the blueprints that require reputation (Unsinkable & Tuskarr Fishing Net), any of the blueprints that you have learned on your alts will be unlocked at Salty Jorren / Kronk Rustspark once you have completed A True Naval Commander / A True Naval Commander.
