If this quest isn't tracking or isn't dropping for you on Live relog.

I had to relog twice before the lashers in the quest area started dropping the bulbs.

(Note the bulbs don't have the best drop rate either so an easy way to tell if it is working now is to check the tooltip on the mobs.)

The mob you're looking for is Lightbloom Lasher. They're small, spawn in groups of 3, and as of writing seem to have a pretty bad spawn rate on live. Usually only drops 1 bulb per group as well. Took me maybe 15 minutes to complete.

The quest has a large targeted zone to the south but I had zero luck finding the mobs there on live.
There's a second area to the far east near Suncrown Village - was able to complete the quest within a minute or two after going there, plenty of mobs.

You are looking for Invasive Prismonia. They are tiny little plant elementals and spawn in the smaller (=eastern) quest area.
They come in packs of three and drop 1 quest item per pack. There's probably also some mobs in the larger area, but I couldn`t find any. Maybe overfarmed, maybe a horrible spawn rate, or maybe another bug in this official Midnight release version, that feels like a Beta.

Description

It seems some of the nobles are botany-curious where the Lightbloom is concerned. They seek the exotic to adorn their windowsills and lurk in the dangerous section of their greenhouses. That's where you come in, $p! Go harvest those small and pernicious plants. Their bulbs will be the best for planting.
