Completing this warrant requires doing 3 additional quests which award the items needed to turn this in:

A Basket of Zo'kita Fruit
Pick this quest up from Zo'kita/way #2472 52.44 57.82 Zo'kita
Travel northwest to Eco-Dome: Primus/way #2371 Eco-Dome: Primus
Equip your Zo'kita Safety Gear (a provided quest item) which will make red columns of light visible around the eco-dome indicating the position of a lootable Zo'kita.
Loot 8 fruits and return to Zo'kita to turn in the quest.
A Dozen Veilshards
Collect Veilshards by interacting with rats (which have the quest glow) around Tazavesh, the Veiled Market. After interacting with the rat, it will turn red then run off. Follow it until it leads you to a lootable veilshard. I received 1-2 shards per rat.
Turn in the quest at Citizen Om'sto /way #2472 46.57 50.37 Citzen Om'sto
Flavorful Scraps
Pick this quest up from Zo'nog east of Tazavesh, the Veiled Market, in the desert-like area.

Kill Hungry Trashmite or loot Tazavesh Trash piles in the quest area until you have 24 Discarded Items.

Once you turn in the last of the 3 quests above (which can be done in any order), you will be given a Grubber Lure. Right-click on the item in your inventory to be granted the quest Eliminate Grubber. Completing this quest will complete the warrant and A Key Threat.

Thieving Scurrier Spawn Spot

Location: From Citizen Om’sto to the opposite wall, down to the right where there’s a covered wagon.

Spawn Behavior:

A Thieving Scurrier frequently spawns right behind that covered wagon. That should get you a chance to learn what they look like before changing to a red color.
You can just wait a few seconds in the area and they will respawn — no long loops required.
Initially, most spawns happen within the circle zone around Citizen Om’sto.

Tips for Efficiency:

Avoid the same scurriers in the safe area — if you keep picking the same one repeatedly, it will take you to the same empty locations.
There are chances while following one you will pass another one. Grab the Veilshard from the one you just followed and go back to the one you passed and click on that one.

Caution – Red NPC Zone:

Sometimes the Scurrier path will lead you into the next zone past the ‘special fence’ across the door.

This zone has multiple hostile NPCs — not too bad if you have ilvl 655 and a Delver’s Belt, but you may get swarmed without strong AOE damage.
If you click a Scurrier inside that red zone, it will often lead you deeper in, making it even harder to reach the Veilshard before it despawns. As soon as you can mount and fly out.

I love how the quest says "Flavorful Scraps" and not a single indication in the quest text as to what they are or where to go to get them. At least the other two ingredients are marked on the map and the quest givers are nearby.

Theory: If you've already killed Grubber before completing or picking up this quest, meeting all of the gathering requirements will not continue it; you will have to wait for a reset on Grubber, be it a daily one or a weekly one I'm not sure which. In contrast to other warrants, this one is designed for you to screw it up easily if you aren't paying attention or are easily distracted by spawning rares.

CLARIFICATION: The quest apparently does not automatically proc while you're in K'aresh; in fact I appeared back into Dornogal and that's when the quest activated and gave me the lure. The follow-up was also received without fail. If the quest does not spawn for you after completing the three objectives, try using a portal and accessing a different zone to correct it.

If you're stuck with the quest completed but nowhere to turn in, it's because the quest is supposed to be one of those "click and complete" and it probably bugged out. Take the portal to Dornogal to trigger the completion, check your bags and accept the lure quest. Then head back to K'aresh and proceed to use the bait at /way 70.83, 57.15

Description

A massive worm has been spotted lurking in the Scrapdrift Sands east of town. The locals have nicknamed it Grubber. Tragically, we lost deputy Zo'wie when he went out to investigate. The creature pulled him under the sand. Devise a method to lure the worm into revealing itself, so it may be eliminated once and for all.
