I helped someone do this this evening, Just to be clear, after the superbloom has ended and you reach 100%, you need to leave the emerald dream and go to Ohn'ahran plains to hand the quest in to receive the restored dreamleaf, to use on the person who shared the quest with you.

You get all the points from the superbloom rewards (filling all the bar) and the last boss. It counts in raid.

Recapping the experience as someone who helped out:

Obtain this quest by someone sharing it with you during a superbloom (I was in a raid group)
Complete the superbloom (opening all three bags + boss = 100% quest completion)
Leave the raid group, get invited by the person wanting the buff
Regroup with that person, complete the quest (Ohn'ahran Plains) and get the quest item (Restored Dreamleaf)
Use the item on the person with the legendary
Feel good about helping out a fellow player

Once you receive the buff it will be lost when you logout or leave group, but this is just a visual bug, the buff will remain active. After doing the quest 4 times I was receiving 20-30 Dreamleaf per bag.

I completed an entire Superbloom and only got to 80%. I opened all 3 bags and looted the boss. I noticed that when I opened my green bag, I got 0%, so I'm assuming it bugged out with that one somehow. I am going to try to run another SB later in order to attempt to complete it.

been losing the buff with the main char with legy 4 times now, I cannot figure out why. really annoying. unbuffed bags give 5 of 200

As of now, this isn't repeatable, so you can't use the same character to help out multiple friends with axes.

The reward from this quest can be cast on yourself. The quest itself isn't repeatable so I have been getting guildies to do the quest and grant the buff.

Why do I get this when I haven't gotten Axe drop? Any reason to do this, safe to drop?

All you need to do to complete this is fully complete a superbloom
20% for each bag from the progress bar -> 60%
killing boss at the end and looting -> 40%

Genuine question: Can a character only complete the companion quest once to help someone with the restored dreamleaf? It seems counter productive to have a one time limit per character to help people out.

I'm not sure if this helps anyone. I just got the axe today, and have been seeing "Invalid Target" every time I tried to use a Tattered Dreamleaf on someone. Please don't take this as 100% fact, but from a lot of trial and error I think I may have figured it out.

You can only use Tattered Dreamleaf on someone who has not already done the quest once. Once they complete it, they can then use their leaves on your for a stacking buff. Do a bloom with them, then don't open your bags (the ones from the Superbloom, the Green, Blue, and Purple bags). Follow your friends to Ohn'ahren Plains, they turn it in, they use it on you (or come back to you), then open your bags!

You/Your friends can enter this in game to see if you've already completed this:

/run print(C_QuestLog.IsQuestFlaggedCompleted(77838))

This has been working, and explains the invalid. It also explains why I could not use one on myself, even though a lot of posts said we can; because I completed the quest helping a friend months ago.

Tattered Dreamleaf drops during Superbloom and is part of a quest chain for plate classes to upgrade a level 1 Fyr'alath the Dreamrender (a drop from Fyrakk in the Amirdrassil raid) to a legendary level 492 weapon: Fyr'alath the Dreamrender.

If you're any other class you can:

Discard Tattered Dreamleaf.
or Turn in the quest to Erden in the Ohn'ahran Plains.
You'll receive obtain an item, Restored Dreamleaf, that allows you to buff a warrior/paladin/death knight with Fyr'alath the Dreamrender. The buff will increase the drop rate of Shadowed Dreamleaf contained in bags earned from collecting Bloom during the Superbloom event.

The tooltip for Restored Dreamleaf is cyrptic:
"Use: Empower a holder of Fyr'alath, increasing the rate at which they earn Shadowed Dreamleaf by 50%."

When doing Superbloom , join a premade raid group first and push it. Save BL for Timbur, you can outrun the superbloom on your own server so when you loot and leave the raidgroup there is a possibility that the superbloom on your server is still active and you can loot Timbur a second time
