It's not really clear from the quest text, but it seems you have to make these

The bracers MUST NOT be soulbound to count as credit toward the quest, so you can't turn in one that you've previously equipped. This has to be a fresh, new Surveyor's Cloth Bands.

Ok So I created one of these, put it on to learn the mog, then tried to turn it in but it wouldn't let me.
I come on here and read that it can't be soulbound (unlike every quest in previous expansions)
So I create another one and have both the soulbound and unequipped both in my inventory.
Turn in the quest and it takes the soulbound one leaving me with the unequipped one in my inventory!
This makes no sense but at least I learned the mog and can still sell the extra one.

This might be one of the worst GD quests in the game as it pertains to trying to figure out WTF you're being asked to do.

Hi all

To do this quest You need to have Dragon Isles Tailoring (5) to learn ( You can learn from questgiver ) how to make Surveyor's Cloth Bands. Surveyor's Cloth Bands can't be soulbound. To make it You need 4 Wildercloth and 4 Spool of Wilderthread.

When You make it give it to Haephesta /way 57.93 68.21

This is one of those quests that someone wrote late one drunken night. It is unclear as to what it wants unless you are very familiar with what cloth you can make. You have to make the bracers in order to turn them in to Haephesta.
