The mobs you need for the quest are located around (69.2, 64.6). For some reason as of the writing of this comment, it is not shown in-game.

As of November 29th, 2022, this has been hotfixed.

Fixed an issue where there were no visible points of interest map indicators for "Rapid Fire Plans."

If you cannot use the fire fragments, neither by using the /use command or others, try zoning out of the Waking Shores. As soon as I arrived in Ohn'Ahran Plains the fragments became clickable and I completed the orb.

No mention of how to get past the WALL OF TORNADOS to get to the objective WHILE NOT BEING ABLE TO MOUNT! As soon as I figure it out I will add it to this comment!

Edit:

The only way I have found is to fly in. If you fly into the no-fly zone you will be dismounted and take fall damage.
Be prepared to glider or use any fall protection you have. Just get far enough away to mount , fly high over it and down into the objective. Don't get hit by the tornados! The ones on the southern side of the orb won't throw you back past the wall at least!

I was seeing this quest, among others, a short time ago. I did the others and now the quest doesnt' show up on any maps. Lots of errors in this expac. I feel that Blizz is having a problem with labor and doesnt feel like the labor to customer satisfaction balance is something that they seek to alter. Right now it sucks.

I present You Storyline Beyond the Barrier. This Storyline is part of Sojourner of the Waking Shores which is criteria for Loremaster of the Dragon Isles.

Quests in order I done:

1a. Site Salvage - Quest from Elementalist Taiyang 66.04 58.15. Rescue 5 Beleaguered Explorers: /way 67.51 57.93 /way 67.85 57.89 /way 66.36 56.74 in tower /way 66.15 55.55 in the hole /way 66.86 54.97
1b. Unearthed Troublemakers - Slay 12 Earth Elementals
1c. A Key Element - From 1st mob i kill doing quest 1a+1b i loot Orb of Primal Stone that give me this Quest. Return with quest 1a+1b to cave /way 66.77 56.32
4a. Rapid Fire Plans - Loot from mobs 8 Primal Flame Fragment them use it to make Orb of Primal Flames.
4b. Distilled Effort - Fly to cave 70.66 56.66 and Slay Acequian to get Orb of Primal Waves.
4c. Lofty Goals - First speak with Scout Ri'tal 70.62 63.15 then avoiding small tornadoes go to speak with Scout Francisco 70.13 61.54. then same avoiding small tornadoes, use air throw to jump and collect Orb of Primal Gales 68.31 61.49.
7. Let's Get Theoretical - First speak with Elementalist Taiyang then wait until all of them will use element on barrien then Blue circle on the ground will appear stand on it and use extra bar.
8. Beyond the Barrier - Get inside room Slay Discordant Watcher and pick up Fragmented Record Rubbing next to wall 66.11 55.02 then go out and see Elementalist Taiyang in camp 65.81 57.42 That will finish Storyline.

To get through the Wall of Tornados, walk through backwards. The Tornados will throw you towards Scout Francisco. You still need to avoid the whirling disks on the ground. They will throw you back towards the entrance.

As soon as players accept all three quests to find primal orbs (Lofty Goals, Rapid Fire Plans, and Distilled Effort ), Acadia and Tae'shara begin to bicker. Before it can get out of hand, Taiyang steps in:

Acadia Chistlestone says: Don't be daft, Tae'shara. Fire is more powerful than air. It consumes it!

Examiner Tae'shara Bloodwatcher says: And yet without air, what would fire be? We are not working in a vacuum, Acadia.

Elementalist Taiyang says: Your hypotheses have merit, but I think we will find the answer lies in combining our efforts.

Collect Primal Flame Fragments from Primalist Forces in Hornswog Hollow.

Description

Elemental orbs, eh? If there's earth, there's bound to be fire! The primalists over near tae hornswog nests are reshapin' tae land with lava. If anyone has an interest in tae Orb o' Primal Flames, it'd be them! Take them out and see if they have anythin' useful!
