Plague Deviser Marileth is at 71, 71 at the House of Plagues where you turn in this quest.

By flying around as a ghost, I've determined that the easiest access point is the portal for the Plaguefall dungeon that sets you on the right path to get to him. I cannot verify if he's inside the instance itself, I'm a weak caster class that couldn't solo a dungeon myself. However I can verify he can be gotten to without entering the instance two separate ways without a flying mount available.

The Best Way: I flew to Plague Watch (entrance: 58, 70), ran westward along every patch of land I could. I dropped down to the water near the 62, 79 tower. Then I went from rock to rock until I ended up at the waterfall that spills down over the side of the wall below at 66,81 and jumped down from the top of this wall. It helps to have Slow Fall or a glide ability here, if not, aim for deep water. Head up the stairs at 68,77, follow this path up the next set of stairs and he should be at the top at 71,71.

Alternate Way: The much longer way would be to start out facing the front of the Plaguefall dungeon building and go down the path on the right side of the building, up the stairs at 58, 67 and over the crumbled wall at 58,71 to get into the House of Plagues area. Follow the land available on the right side, run past the tower at 62, 78 and use the yellowish path provided til you reach the water. Get to 67, 73 and follow the wall until you reach the stairs at 70, 68 where there is access to the pathway that will lead you to him. Head up the stairs and keep following the crumbled pathstones to 71, 71 til you reach him.

NOTE: If you get confused, kill yourself to become a ghost which gives you the ability to fly and observe your environment from above.

If, like me, you can't fly in SL yet, there is a portal between Plague Watch and House of Plague. It's an orb of sorts on the west side of Plague Watch, near the water

Quest Name:	Start and description
1 Eyes of the Wolf	First Quest is from Genn Greymane in Oribos 41,7 63,6 and speak with Gilnean Greymage then you will be teleported. Then move to Calia Menethil 61 51,5.
2a Assemble the Forsaken	"Speak with 3 NPC: - Dark Ranger Velonara 62 50.5 Do quest for him This Land is Ours kill 8 mobs. - Master Apothecary Faranell 63.2 55.5 - Lilian Voss 57.6 49.2"
2b This Land is Ours	Kill 8 mobs
4 The Blight Congress	First speak with Lilian Voss then after conversation speak with Calia Menethil then move to 62 55.5
5 Walk of Faith	First speak with Calia Menethil then stay inside barrien and kill mobs until Blighted Lieutenant when you kill him use flask on your extra spell bar then move back.
6 Consulting Our Allies	Fly to Margrave Sin'dane in Maldraxxus 74.7 33.6 on top of flying bulding.
7 House of Plagues	Fly to Plague Deviser Marileth 71.2 71.4
8a Essence of Plague	First press on Simmering Concoction 70.9 74.1 then Unstable Concoction 69.6 75.6 and last Tumultuous Concoction 68.5 79.7
8b Feed the Eater	Slay plague mobs until 100%
10 Embodiment	Slay Lordaeron Blight 68.3 84
11 Return to Brill	Use Lilian's Hearthstone to teleport then go to Master Apothecary Faranell 65.8 60.1 and speak with him and wait until conversation end.
12 The Remedy of Lordaeron	Jump on Shadowbat 65.7 59.9, use kill 1 and 2 on mobs under you, when you will get 100% you will start fight with Amalgam use on him skill 3-5.
13 The Desolate Council	First will be a conversation
14 Path of the Dark Rangers	hmm i just finish this quest without accept maby due to that im not hunter ?
15 Report to Greymane	Back to Oribos to speak with Genn Greymane 41.5 63.4 first give him letter then finish quest after that you will reach Achievement Return to Lordaeron.

This quest does NOT require you to have done any of SL, although it's a lot harder if you haven't. It doesn't even require 60. I just completed this on a level 50 that hadn't touched any SL content. You do have to corpse run through Maldraxxus, but the mobs you need to kill for the quest chain sync to your level. Just be prepared to die 10-15 times on your way to Marileth.

The one with the knowledge you seek is a survivor of the House of Plagues. You already know him. Plague Deviser Marileth may not be the most lucid of conversationalists, but he will know what to do with your plague. Find him near the ruins of that fallen house. But be wary! Many things lurking there could end your existence without a hint of concern.
