You get The Forgotten Key from Warden Arkoban (first torghast tower final boss).

After complete this quest you will acess to Runecarver Quests.
After complete Runecaver Quests you will be able to loot legendary recipes.

In case anyone else is trying to do this post-9.1 patch: the map and quest tracking text will tell you to go to Torghast, but when you get there it tells you to exit Torghast. Ignore it! When you first zone into Torghast, turn to your right and head South! You'll see a large door with a lock on it, and a question mark over the lock. This is where you turn in the quest. Hope this saves someone time!

If you abandoned Prison of the Forgotten or otherwise lost The Forgotten Key, you can pick up this version of the quest from Ve'nari. The quest description is slightly different.

Description

I discovered an interesting item off the Warden you killed in the tower. Best not to ask how I know what you do and where you do it within the tower. Let's just say, I have my ways. But this key could lead to something interesting within Torghast. Or something horrible. Most likely horrible. You ought to explore a bit and see what it unlocks.
