Nathanos Blightcaller can be found inside the Grommash Hold in Orgrimmar.
He stands at the top of stairs to the Grommash Hold.
I got a bug twice, when cant see him, relog helped me to fix that.

It seems you don't need a full clear of Antorus to do this. It also may seem that it may ~~not~~ be account wide. I've completed a full clear with a couple of my characters, but not a full clear on one. I did get the quest. (After a relog)

Just to confirm, LFR clears will qualify you for this quest. (I also had to log out and back in for the quest to appear.)

I didn't get the quest at first even after killing Argus on LFR, after reloging boom there was the quest.

"The door to Grommash hold/ to speak with Nathanos is closed! I can't get in!"

- Check if you began, but did not complete, the quest chain from the start of Legion. After Vol'jin dies and makes Sylvanas the new warcheif, the door to Grommash Hold is closed until the Demon Hunters join the horde and root out the hidden demons.

Recommend going outside Orgrimmar's main gates and speaking with Allari the Souleater who might have a quest for you.

Very strangely I just got this on an alt who has never even been inside Antorus. I wonder what that's about.

Edit: as noted in BooPuppy's comment, it is part of the run-up to Battle for Azeroth. You'll end up getting it on all of your alts. In the event that you don't actually want to do it on all of your alts, abandoning it doesn't help because it'll just be added again on next login. (Tested, and this does currently happen.) To effectively ignore it you'll have to turn in the first quest in Orgrimmar then just skip taking the next. Note that doing the chain through means your artifact weapon is boosted to maximum power at least for the rest of 7.3.5, so you might want do it on alts -- particularly those you still want to try the mage tower with.

As of the date of this post the wound is visible to all in Silithus, This quest will pop up for you and start the chain.

It seems you dont even need to have done any of Antorus to get this quest, just reach 110. I jumped on my second account (have a couple of characters there) and just reached 110 on a warrior. Quests popped up for Uniting the Isles, Suramar etc. A quick relog in Dalaran and this quest has also popped.

First quest might only pop up after killing Argus once on that account (can be done in LFR). Relog should help, if it does not show up for you or close your client completely, if you have done step 9 and The Speaker's Call does not trigger (as described here).
You can switch the zone phasing at Zidormi, if you can't see your quest giver in Silithus.

If you just want to empower your artifacts quickly, you can skip the optional quests.

Witness to the Wound - travel to Silithus. You can use the portal to Uldum in Orgrimmar
Lazy Prospectors! - click 10 goblins
(optional) No Spies Allowed - kill 10 stealthed agents
(optional) Desert Research - speak to Pixni Rustbomb near you
The Twilight Survivor - kill Michiel Voidstrider and (optional) accept/complete A Wee Bit O' Cloth at the toilet
(optional) The Source of Power - collect 10 brains
(optional) Larvae By The Dozen - click 12 broodlings
Khadgar's Request - speak to Archmage Khadgar
The Speaker's Perspective - go to Magni Bronzebeard in Silithus
The Blood of Azeroth - return to Southwind Village
The Speaker's Call - speak to Urok Windcleaver, he'll transport you to Magni
The Power in Our Hands - click the dialogue (Video)

Questline (incl. optional quests) took around half an hour, started from Og/Uldum. Without optionals and cinematics it were 10 min.

Now all of your character's artifact weapons are empowered to maximum.

To anyone having trouble picking up this quest make sure you have the Silithus phase on the NEW phase and not the OLD one or this quest will not show up!
I just flew around for the past hour trying to figure out why my alt was not able to recieve this quest.

So when I logged in to a couple of my alts, they all got this quest immediately at log in. On my main, however, I only got the quest to meet Magni in Silithus. Is this normal? I have not gotten this quest at all, I’ve relogged, reloaded, everything. Help?

Not sure why, but on a new account with an up-leveled character, we did not receive the quest. Went to Ogrimmar anyway and Nathan was not there. Relogged twice and still nothing. How do you get the quest?

(On my established, account that I had no trouble getting the quest. I am trying to help my grandson on his new account.)

On live, I just hit 110 on a horde alt and she automatically had this quest in her quest log under "Orgimmar". Then I....

1.) Orgrimmar > Uldum portal
2.) fly to Sillithis
3.) Quest: Lazy Protectors
4.) Quest: The Twilight Survivor
5.) Quest: Khadgar’s Request
6.) Quest: The Speakers Perspective
7.) Quest: The Blood of Azeroth
8.) Quest: The Speaker’s Call
9.) Quest: The Power In Our Hands

Success! artifact on its way to burn-out now. All in under 12 minutes.

For those who used the lvl 110 character boost on an alt (like me), you maybe saw that you don't get the quest by just reaching 110 like everyone else, even if you have already defeated Argus on another character.

I saw in the comments here that I wasn't the only one looking how to get it, so here you go :

- You have to go to Argus, by following the beginning quest The Hand of Fate that you get when you reach 110 with the boost.
- You follow all the quests until you leave Krokuun and go to Antoran Wastes with the Vindicaar. Near that point Velen will give you the quest to kill Argus in Raid. You will have a quest about Magni too, I took it to be sure but didn't completed it.
- When you get those ones just relog your character and the quest Summons to Orgrimmar/Stormwind should appear !

I've done this myself on my freshly boosted character and it worked like a charm. I hope it's clear and can help other players getting their overpowered artifact =D

(I don't know if it's important but I got all my three weapons before doing that. And I apologize for my bad english :°)

Newly boosted characters currently need to complete through Sizing Up The Opposition in order to unlock this; see the boost article for more information.

I followed the chain from Summons To Orgrimmar (and the equivalent Alliance quest chain) and when all is completed my artifact is suppose to reach the maximum level. But what happened was that the artifact was frozen at it's current level and can't be increased. Is this a bug or does the maximum level come later? This has handicapped my advancement in Legion as pertains to character's artifacts.

Had a boosted character that could not get this quest even after Argus kill, tried going to Silithus and altering the timeline with Zidormi, then logged out and back got the quest to go to Org.

Ok - I didn't finished this series on one character - actually didn't started it

I was supposed to talk to Nathanos for this first quest but today - when the War of Thorns started this quest vanished from my questlog and Nathanos is nowhere to be seen.

So... does blizz Ditched this questline as obsolete?

I mean granted that there are two cutscenes as part of this series I find it hard to believe that Blizz would just "shut it down" as now it has basicly no effect whatsoever

Don't make the same mistake I did; this entire questline has been removed in the Battle for Azeroth pre-patch.
