FIRST! I think this may be a glitch, the quest is for me to practice this new spell but she won't teach me the spell....my spellbook says see my trainer, and she is one, but i'mma try to find another trainer and see if it makes a difference

make sure when you're looking at available spells to train, your filters are set to "available" and not "already known"

If you happen to be a higher level mage doing these quests, you may have to respec to Arcane in order for the Arcane Missiles spell to proc. Soratha, the troll who gave you the quest, can also reset your talents.

Arcane Missiles changed so that they proc when another spell is cast. So, for those high-level mages trying to do this quest later in life, cast something else at the target and *then* hit it with the Arcane Missile.
