The spawn rate seems very sporadic, or there is a trigger we haven't discovered. I waited 3 plus hours for Grimgull to spawn, and then he respawned less than 10 minutes later. Perhaps all the rares share 1 or 2 sets of timers, and it's a random roll on who gets to spawn. It's a little tricky to track, considering there are two rare spawns in the Forgotten Vault which are probably on the same timers but you may or may not get the world alert if you aren't inside the Forgotten Vault.

I think he's tied to killing the seagulls. I missed him after waiting 3 hours so i killed all of the seagulls out of anger and he spawned again just a few minutes later.

Grimgull and Snacker have a very long respawn timer for some reason. Every other rare spawns pretty frequently compared to these 2. I have been camping Grimgull for over 3h, meanwhile Ikir appeared 5 times.

Been camping for about an hour before Grimgull spawned at 2:40pm PST. He spawned 2 more times after that about 10-15 min apart (ending at 2:57pm PST). Maybe spawns are something similar to Rewnzor's comment on Snacker saying this,

"On 18/12 I had no snacker spawns between 9:00 and 12:00, when I came back to the island I've had a snacker spawn 5 times between 15:30 and 16:30."
^ I can confirm this was my spawn experience waiting for Snacker. Once he spawned, he spawned again multiple times afterwards about 10 min apart.

TLDR: So far some rares seem to have spawn "windows" that last either 30min to an hour, with like 3+ hour wait in-between the windows. Hopefully that is the case for the people who don't make it in time for the first spawn, they can still get it a few minutes later.

For some reason, this rare does not have a zone wide emote when it spawns. I watched it spawn right in front of my eyes but no message was displayed at any point.

After being nowhere to be seen for over 3 hours this spawned at 15:01 EU server time only to then respawn at 5 minute intervals, this continued for at least 30 mins (I left the isle do don't know if that continued.

I have noticed similar behaviour of long gaps then frequent respawns of other rares albeit the respawn time vary between 5-15 mins.

Given the similar observations form other commenters I have a strong suspicion that the rares that are up every week(Shardsong, Gunnlog, Ghostmaker, Slaughtershell, Bloodbrine, Snacker) have an Argus like spawn pattern where they alternate between "up and "down" phases - spawning frequently during the up phases and infrequently (if at all) during down phases.

What the specific patter of up/down phases is remains to be seen but from what I have observed there tends to be 2 rares in an up phase at any time - but the start of their up phases appeared to be staggered.

Based on this I'd suggest:

checking in at the top of the hour (my guess is that the up phases start on a hour boundary and they immediately spawn at the start of the up phase)
if you just miss a rare consider waiting to see if it respawns soon after.

So, after reading all the comments, and having waited well over an hour for his spawn, no sooner than I killed one of the gulls sitting on a rock nearby, Grim gull spawned! I don't know if it was a coincidence, but it happened. ;-)

After coming here to check the respawn timer I checked my chat log for the previous hour and Grimgull spawned roughly every 14 minutes.
The orange text for "A strange skitterng sound" appeared at these times:
11:42:55
11:58:51
12:12:56
12:26:25
12:41:58
The last time was the time I was waiting at spawn and killed it. Grimgull actually appeared at 12:41:08 (and pinged silverdragon) so there is a solid delay before the emote/event/orange text pops up.

Waited around for 10 minutes in the area, came to wowhead for information, went to 34 13 to wait, considered killing some seagulls, tabbed out to read some more wowhead comments and it spawned on top of me. Spawned again a few minutes later.

Spanwed 15:30 today for 30 minutes and after this it spawned again at 20:00

I was camping him for 3 hours and 20 minutes until he spawned. When it was killed, it spawned again after 10 minutes. We was out of the storm, if this matters.

Since no one else has said it, Grimgull only spawns in the regular, non-storm mode Siren Isle.

Throwing this out there just in case it helps. I read on another rare that they waited for hours, went back to safe zone and changed to War Mode, went back and all rares were up. I did this and everything was up except Grimgull. Went around on the water with my Anglers Fishing Raft looting any Seafarer's Cache that popped up *and killed any of the small gulls flying around the area*. Looted cache's 2x. Killed 3 gulls. Looted another cache and he insta popped on the water where his rare spawn location is. He was my last kill for the isle achieve.

To add another anecdotal story to the pile, I waited yesterday for more that 3 continuous hours. It was about 5 hours, on and off. Tried Warmode and going in and out phase to no avail. I woke up this morning, this damn seagull spawned in literally less than 1 minute after I was online. I guess, it is just RNG. Best of luck!

Today I killed all of the seagulls near it's spawn and he spawned right after doing this so that seems to be the way to spawn him

I read a few comments, and decided to kill the nearby seagulls... Nothing to lose, right?
The first two times, nothing happened.
But the third time I went around to kill the gulls, the Grimgull spawned.

I feel that it does have something to do with killing nearby gulls.

Once again confirming that his spawn has to do with killing gulls in the area. One of the gulls have a chance to respawn as Grimgull!
