Found in Bastion @ 48.6 51.1 while hunting Larion for Feathers of Flight

Initially, a pair of purple "eyes" appeared above my character, and I began to see orange chat related to spawning the encounter:

09:34:15 PM You feel as if you are being watching from above.
09:34:26 PM A low growl rumbles over the hills.
09:35:40 PM A winged shadow flies overhead.
09:36:11 PM A challenging roar echoes over the hills.

At that point, Basilofos spawned and flew in a lazy circle overhead, but could not be attacked. Within 1-2 minutes, he landed and became hostile, after which he could be attacked and killed (or tamed).

Basilofos, King of the Hill rare mob can be found in Bastion.

Basilofos, King of the Hill is a bit tricky to locate and pull.
When you move around 49.03 49.59 spot there and back sometimes you'll get a mark above you.
That looks like purple eyes. You need to keep it for a while and then rare's mark will appear on the minimap.
Few seconds later mob will fly down and you can kill it. If the mark does not appear, well rare may be on cd.

Note: after go to this location will appear purple eyes on your toon, wait 1-2 minutes and Basilofos, King of the Hill will spawn.

Basilofos, King of the Hill is located in the Bastion zone.
It is in the middle of the area south-west of the Hero's rest.

The hard part is to pull the rare.
You need to find a spot to get a huge purple eyes debuff above you npc.
In my experience if you can't get his attention for 2-3 minutes, then probably he is just not active and you have to wait for respawn
Debuff can change size, and you need to keep it long enough to pull the rare.
After you get the attention of Basilofos you will see him flying down to you.
Just wait and then you can kill the rare

I originally thought this might be specific to Hunters, but seems to apply to all pet classes. For me he dropped an Infused Pet Biscuit in addition to some Larion Treats. I didn't get the toy, but it was my first kill, so Ill try again.

Weird... saw a Demon Hunter running around with this, and ~6 other Larions, as pets. Was basically unkillable. (We had warmode on.)

When this rare appeared, I saw the purple eyes above my character and the text "You feel as if you are being watched from above." appeared in the chat.

He is tamable and retains his full name "Basilofos, King of the Hill" upon taming.

The star "rare indicator" is not normally showed on minimap. I was still missing this rare for achievement, but it seemed it is never up. You must go into the circle of dead cloudracers, then if you get those purple eyes above your head and wait a bit, the rare spawns - and only when it is already spawned, you will see that "rare star" on minimap.

I found that his respawn timer is around 20-30 minutes.

I stumbled upon his corpse at 5:53 and waited around and got the purple eyes at 6:18. I was standing still near the circle of Cloudracer corpses.
I waited again just to be sure and I got the purple eyes at 6:38.

I was flying around leveling and the text popped up in chat. I had not noticed the eyes above my head because they disappeared just as fast as they showed up apparently. I ran off and came back and the 2nd sentence appeared. It has been so long since I went around and killed rares on my main that I couldn't even remember what the text referred to, but luckily a quick internet search put me back here on this page!

I don't know how much of this has changed since it first came out, but I decided to come back later and record the entire process to remind myself in another year how it works. The first time the eyes appear above your head, the first line of text shows up. If the eyes do not stay on your head, it will not progress past that point. I knew about what area I had first seen the eyes and walked around trying to find a good spot for them to show up again. As soon as I found them, I stopped in place. It takes a couple of minutes to get through the entire thing, but it goes through the 4 lines of text without you moving at all. He still does the circle around and lands right in front of where the eyes showed up for me. My addon says the coordinates for where I stood were 49.05, 50.38. I'm on my mount at this point, and I don't know if that matters... but I feel like I can't do anything on my shorter characters... so I stayed on my mount! Lol.

You don't have to move to meet him because he is not attackable until he lands in front of you. I didn't get attacked by anything else while I was there, so that was a plus. My hunter is a mechagnome named Cottonhill. He killed fiddy orcs during the Fourth War but had to get mechanical legs after his shins were blown off by a goblin bomb. After getting his class mount and being able to tame feathermanes the first thing he did was head to Bastion to tame Basilofos, King of the Hill.

Boy am I glad this guy retains his full name.
