Amazing they can make the NPC's have awesome armor but yet the stuff we are going for in raiding in 9.2 are all pretty crappy but the rogues. Could easily made the horn crown for the Lock like the last Covenant NPC, instead they made bunny ears.

I thought the Jailer was just a failed arbiter though? Hence why his prototype wasnt at the fight, you have other stuff to do with arbiter prototype stuff.
I thought the primus was the one that carved the runes of domination on the jailer to bind him to the mawwhy does the prototype already have the runes carved into it?

It is likely that this is the Jailer after he is defeated, since the model shows the automaton still has the Domination runes engraved on it, which was done by the Primus. It also just might be the case that the model is not finished yet, but in any case, there should not be a reason for those runes if it is not the actual Jailer himself.
I definitely think this is his corpse after we defeat him. Didn't the Primus say he carved the runes on zovaal's flesh? This thing has the runes too.
If wow was on playstation 1 this would be one of the models in there.
Huh, seems my post from earlier was eaten or something, I thought it was obvious what this is. It's the "Vessel" we were gonna use to make a new Arbiter during the Story Quests
I was thinking what if the whole thing was just false memories that was planted in all of their heads including the jailers. That's why the body has an orb hole and runes carved in, the events never happened because the pieces were all placed where the first ones wanted them. I know it sounds stupid but it sounds dumb enough for blizzard to do.
