Izzy Hollyfizzle, the merchant who will exchange Hallow's End and Winter's Veil items for garrison decorations can be already found in game, even though Hallow's End is still over a month away.
She only appears in the level 3 garrison, however today I've also noticed on an alt with a level 2 garrison, that next to the dining area (center square, not outside) there is a small wooden Brewfest tent with some chairs in front, 2 Brewfest posters on the stand and some brew kegs inside. No NPC's nearby though and Brewfest is still 3 days away.
