I think this is a good change. Raiding has always been the main pillar of wow and m+ essentially removed heroic raiding from the game as a means of meaningful progression. It's not like 3 item level is even that big and all of the good m+ players raided mythic anyways so it's not going to change anything for them. People also acting like 15's are hard when really the only difficulty change from a 10 upwards is the mobs hit harder and have more health, the mechanics in the dungeons are very simple. Once people have had a week or two to get gear the difficulty that comes with key scaling gets outpaced by the loot people get and 15's are no longer hard for a good amount of the player base.
Okay, so basically, Blizzard fixes the World First Gear Rush to stop Loottrading, because...M+ looses 3 Itemlvl, which is nothing.M+ looses out on the 3-4Items the last 2 Bosses will drop (Likely a piece of armor per armorclass and a weapon/offhand) which is kinda mean but oh well.And then...everyone...HC-Raiders and M+ Pushers get 226 GS Items at the end of the week, which puts them at the same "top item lvl", i don´t see the problem nor how blizzard forces ppl to raid...At the same time, ppl can run M+ 24/7 theoretically and rush for 210 GS "baseline", while a raider gets around 2 Items a week with 3 GS more..where is the advantage? I really can´t see it. It just stops the world first rush from gearing up as fast as in BFA, nothing more. And the best gear will stay in Mythic as it was before...so, yeah..
15s are easy at the end of the expansion where they broke the game with 8.3. This is the first exp where the max gear reward is based on +15 at the start which will be extremely difficult for people who do not raid. By limiting the gear to 1 by dungeon it will be RNG fest and on top of this it will be purely impossible to do +14(15 not timed) with m0 gear where as before doing +9(10 not timed) was always kind of doable with m0 gear.The gear progression for the mythic+ only guys will be fun as you would progress linearly with current gear acquistion but as time passes you will get *!@#ed by the heroic guys who would have already progressed it just by outgearing the content.The 300% reduced drop rate of m+ regular base drop is already a big hit. Raid loot will defenitely not get reduced much if any, and for the cherry on top we have worse drops than heroic raid, and for many people +15 would be only possible by being carried by heroic gear and above.
With each passing week and new changes rising this expansion looks worse and worse to me. In BFA m+ felt already unrewarding but after this? You are basically doing it only for weekly chest... Sorry but spending 30 - 40 min in dungeon and getting nothing at end is a joke.

M+15 is harder than heroic raid and should offer better gear.
What a terrible decision. Anyone who say this is good cant probably even do +15 key in season 1. High m+ is even harder than mythic raid, you can literally boost people in mythic raids atm but try to boost someone in +25 or higher key.
Dont think i ever heard something more stupid than "Raiding is dying" - second raid is supposed to have sets again just as example. An no.. a 15 isnt harder than HC - not for a lot people, you also need way more players and coordination inside a raid. As side note.. pretty sure without raids any mmo would just flat out die. And yet another thing.. not surprised about the change, you could basically have about the same gear out of mythic+ as someone that raids mythic
+16 timed should give 213 (210 not timed)+17 timed should give 216 (210 not timed) or 3 ilevel more than heroic+18 should enable up to 1 slot of your great Vault to have a chance to give 233 item level which is only available for a few slots which match/overlap with mythic raiding.The keys above 15 is just an example it could be 17/18/19. This will enable top notch players to be able to reach some kind of satisfaction by being dedicated to it. +18 will be insanely hard during the first 2 or 3 months of the expansion.The same concept should be for PVP. Playing above 2500 rating should enable 1 slot of your vault to have a chance to receive ilevel 233 with slots matching the items for mythic raid.I have never thought that Blizzard could have such bad designers for so many years, its sad that we are paying millions and still get ^&*! a lot of the times.Those RNG 233 ilevel top notch bis items could/should have some bad luck protection also applied to them, meaning that a long term top notch raider/m20 pro should receive this reward at some point in time.Those changes means that when we are deep in the expansion all top notch players would have receieved a few slots of 233 (insanely bis) items which overlap cross different content so that noone can get full 233 ilevel gear.Those items should have a unique transmog/sparkling effect on them and during inspection so that players can flex that they are really good of what they do in World of Warcraft.
I'm amazed that there are actually real life people saying that a +15 key is more difficult than heroic raiding. As if logging in for 1 hour a day with five people is anywhere near the committement of a raid. Raiding simply is more time consuming and requires more work, as in literal hours you have to invest. It's obvious to me that Raids have to give higher rewards. Besides, the cache rewards still is prime loot so Mythic+ actually still is doing too well.
What you raiders should also consider is blizzards motivation for making raiding the premier category of gaming again. The reason I refuse to raid, and the reason they want us to raid, is because raiding involves a whole lot of wasted time. Time organizing, time listed to idiots shoot the breeze, time running back after pull pull. Time to rebuff. Time to summon and resummon and re-fill openings. It's too much wasted time. I only plan to live 100 years, Blizzard can suck it. Raids take too damn long.They want your time. They are manipulating all of us, piecemealing out the fun one drip at a time, more timegating, more more more money for their pockets. Don't be shills, it only will come back to bite you. Remeber "First they came for my neighbors". Support alternate playstyles.
People are freaking out over 3ilvl's from end of dungeon rewards?Yet the weekly, what everyone ends up collecting for their end game, is still matching Mythic raids. Not being able to spam dungeons dungeon the second week of a season for a full set of Heroic+ raid loot isn't going to harm M+ in the long run.
