This item is sorta functional. You can't open the lid or anything when you're in "not-editing-the-house" mode; it's not interactive the same way that the Hearthlight Armillary or the Dalaran Kafa Grinder are, for example. There's no gear icon.

However, when editing, you can put other items inside the glass and they snap to the top of the pedestal underneath, without disabling collision! So you can put items inside it and then they cannot be touched without editing, and you can move the case around and the item will stay with it.

Once you have an item inside it, it can be difficult to click on the item in Decorate mode (button 1 in your editing UI), because clicking on the glass will be detected by the display case and not the item inside. To fix this:

You can simply Remove the case, which will cause the item inside to be left hanging in midair;
Or switch to Advanced mode (button 2) and select the case (you'll know you did it when the vector arrows appear on it). That will "unlink" the case and the item. You still won't be able to click the item directly, but you can now move the case without moving the item, either in Advanced mode or even if you switch back to Decorate mode, so you can move the case out of the way so you can click on the item.
