This has a random chance (seems to be <10%) of being obtained from the 4th option of the Requisites Originator in Repertory Alcove, one of the Locus Shift treasure rooms. It is on a weekly reset cooldown, so you can only get 1 per week at most.

It's also possible to obtain this in Olea Cache, so you can try your luck there if you have a lot of Cyphers of the First Ones to throw at the very slim chance of getting it.

The below only applies to getting it from Requisites Originator.

It's likely you will need to unlock Protoform Synthesis (Mount) by completing The Final Song & A New Architect, in order to receive this reward, but this has not been confirmed yet.

To access this room, you first must:

Research Metrial Understanding and Aealic Understanding
Complete A Means to an End
Unlock the Repertory Alcove from the Repertory Alcove Arrangement at /way #1970 49.6 31.0, inside the Terrestial Cache cave, on the side of the left wall after you enter

Next gain at least 60 Cosmic Energy and enter Gravid Repose. Use the Locus Shift to take the Interior Locus to the Inner Chamber. You will now see a new Locus Shift (the Arcae Locus) upon the platform at the north-western side of the room, which you can use to travel to the Repertory Alcove.

It has a gossip dialog (in Metrial), with 6 dialog options, starting in Metrial and then each one in the next researchable cypher language (Cachial is not a language):

Selecting the 4th option, "Restore Genesis Potencies", will give you 20-25x Genesis Mote and a chance for Unalloyed Bronze Ingot.

After selecting this option, all options are put on cooldown until the weekly reset, and instead it will respond with (in Metrial):

Request denied. User already accessed maximum resource limit for this interval.

Applicable to PTR characters only: If you completed A Means to an End before All Ch 6 Symbols Found was added, you will not have flagged, which is required to see the additional Arrangements. You will need to create a brand new character instead and complete A Means to an End again.

To those trying to figure out what zealvurte's post is trying to say:

"Gravid Repose" = the cave you first enter. Cave entrance: /way 50.59 32.06
"Locus Shift" = the floating thingy you interact with to teleport from area to area (mousing over it turns your cursor into a flight path boot symbol).
"Interior Locus" = one of the areas/destinations you can select (assuming you unlocked it) after clicking on the Locus Shift. This room is also called the "Inner Chamber" on the mini map (so they're both the same thing).
"a new Locus Shift" = a secondary Locus Shift that is floating behind the one you spawn in front of within the "Inner Chamber" room. It's near the far wall: /way 37.26 32.15.
The secondary Locus Shift is also called the "Arcae Locus" on the map that pops up when you interact with it.
" Terrestial Cache" = a cave. Entrance is /way 48.75 30.42. The symbol you need click is on the left behind the balls on the wall (thanks to Hakkal for this).
"The Repertory Alcove" = a teleportation point you unlock by clicking on the symbol (Repertory Alcove Arrangement) you find in the Terrestial Cache.

If you happen to have also unlocked "The Dormant Alcove" at the Arcae Locus, you can get the Sand, Sand Everywhere! achievement (assuming you collected all 7 Spatial Opener).

The Reperatory Alcove Arrangement is a rune on the wall of the cave that's called the Terrestrial Cache (entrance is roughly 48, 30).

Once you have that, enter Gravid Repose. Use the Locus Shift to take the Interior Locus to the Inner Chamber. There will be a new Locus Shift node (the Arcae Locus) in the back of the room, which you can use to travel to the Repertory Alcove.

There are five secret alcoves that can be reached using the Locus Shift that is unlocked while completing chapter 6 of the Zereth Mortis campaign. More information on the exact requirements to access each alcove can be found below by following the Wowhead links for their respective rewards:

Repertory Alcove - Contains a machine called the Requisites Originator which gives you six options to choose from on a presumably weekly lockout. Appears to be the primary source of Unalloyed Bronze Ingot.
Rondure Alcove - Two jumping puzzles to access Schematic: Omnipotential Core and Rondure Cache. The cache has a high chance to drop Pocobold. This is not the only way to obtain Pocobold though, so you may already have it.
Camber Alcove - A minigame where you drive a snail through five rings to obtain Schematic: Unsuccessful Prototype Fleetpod.
Dormant Alcove - Contains the seven sand piles required for the achievement Sand, Sand Everywhere!.
Fulgor Alcove - Pocopoc can access the consoles to help you reach the Torn Ethereal Drape, which doesn't appear to give anything special.

Man the instructions here are annoying...

First off, if you haven't got flying you can't do this. I'm assuming, that like flying, if you have it on one toon it's good enough. I could be wrong though.

1) First get the 60 Cosmic Energy you need, yes it's annoying but you're going to need to use the Locus Shift twice.
2) Next get the glyph (if this is the first time you're doing this) as you'll need that to use the 2nd Locus Shift. The coordinates given here are not that great, but it's a cave on the ground not too far from the building with the Locus Shift (to the north). /way 49.45 31.30 The glyph will be glowing on the wall once you enter. Once you get this glyph you never need to do this part again (it will make the 2nd Locus Shift you need usable).
3) First use the Locus Shift in Gravid Repose to go to Interior Locus (this is right by where you get the Cosmic Energy and you should be familiar with this as it was part of the storyline for getting flying).
4) Once you're in Interior Locus you can now see a new Locus Shift that you can use (because you got the glyph from Step #2 you can now use this). This Locus Shift will let you to go Repertory Alcove.
5) In the Repertory Alcove there is a Requisites Originator where you can choose a bunch. Including the 4th choice "Restore Genesis Potencies" for a chance at Unalloyed Bronze Ingot

You have to wait until the weekly reset before you can do this again.

Got this from Repertory Alcove weekly treasure picking the 4th option today without Mount-crafting unlocked, only started the quest-chain. (stuck on Access Request on alt before reset and decided to just go for this regardless)

Finally got my 2 Ingot.
For me, it was 50% chance. 1st week - nothing, 2nd - ingot, 3rd - nothing, 4th - ingot.

This is ridiculous. I only have time to play my main to full capacity, therefore, only have means and time to farm this on my main, and so far 3 weeks of attempts, and nothing. All I want is a cool snail mount and they have to make this one item this hard to get? Why? Terrible. Really annoying to say the least. I'd rather people have the ability to sell it on AH. I don't want to spend obscene amounts of gold either, but at least I'd have my freakin mount by now. Getting more bored and irritated with Zereth Mortis every week. So many stupid time gates and irritating RNG like this item.

Got 2 after about 10-15 times. I suggest get an alt through the ZM campaign to speed it up...very rng.

Also a tip; Pop the chance tuesday night, log out...then your in the room on wensday reset and voila...saved time.

Expected this to be a long one so started going through the alts one at a time, was happy to find after the 4th alt I had acquired 2 so maybe they've increased the drop rate from the Repertory Alcove!

In case you're on this page to look up how feasible it is to get your alts to farm this weekly because the drop rate sucks: I hate to be the bearer of bad news, but step "Complete A Means to an End" is a hard requirement. It isn't simply a matter of unlocking the mount protoform synthesis, which is done rather quickly by farming cyphers of the First Ones on your alt (don't forget to buy and send them Improvised Cypher Analysis Tool from Olea Manu) and unlocking Pocopoc's Sopranian Understanding (all of Pocopoc's research is instant on your alts, a godsend, though it will still cost your alt Cyphers of the First Ones). Without A Means to an End you WILL NOT be able to see or click on Repertory Alcove Arrangement to unlock the locus teleport to the Repository Alcove.

The alt skip obtained by speaking to Tal-Inara in Oribos plops you down at the start of the Forging a New Path storyline, which is the 4th chapter of the Zereth Mortis campaign Secrets of the First Ones. A Means to an End is the 6th chapter out of 7. This means that in order to unlock the damned thing you are here for, you need to complete that Forging a New Path's 18 quests, then the 17 quests of Crown of Wills, and finally the 11 quests of A Means to an End.
