This item is, in fact, reusable. So don't worry about having to spend another 2500 stygia just to remove a domination shard. You only have to buy it once.

The extraction removes the shard from your socket and places it in your inventory. Neither the shard nor the chisel are destroyed in the process.

Maybe a dumb question, but does this destroy the gear? Does this mean we can swap shards on a same piece of gear to our hearts content?

Well im pleasantly surprised the item is multi use with no cd or restriction you can just swap them around as much as you like genuine thanks blizz for not screwing over players who enjoy min maxing ( cough cough covenants cough conduit energy )

Protip: Do NOT accidently sell this back to the Bonesmith while looking at the upgrade costs for your shards. You buy it for 2500 stygia, but it sells back for like 12g. A misclick will cost you 2500 stygia. Not game breaking, but slightly irritating when you misclick the item and sell it back.

removed a shard with it today and the shard just got deleted (eg didnt get returned to bag)
have been removing them for days fine but today just seems to be a bad one

A macro to remove dom sockets from all your gear. You have to press it multiple times.

Change the 8 and 10 to match the armor you have this one is for Leather.

Ugh. They have to change the 2500 stygia cost. It's hard to gather for alts.

Apparently this no longer works, at least as of 2022-08-07, first weekend of season four. When I click the soulfire chisel, and then click on a piece of domination gear that has a shard, I get a voice error of "I cannot use that" and a text error in the middle of my screen that says, "That item is not a valid target."

Fun fact : since 9.2.5, Bonesmith Heirmir no longer sells neither Shards of Domination nor Soulfire Chisel.
However, Vision of Bonesmith Heirmir, which is the version of this NPC you see when first arriving to Korthia (before you completed the main questline), still does.

This means if you Party Sync with a level 60 that never did the Korthia questline, you can still redeem your Stygian Embers and upgrade any shards you may still have.
That way, the greatest feature of patch 9.2 lives just a little bit longer! /s

That being said, Shards of Domination are completely disabled ,even in the Maw. They appear to be active but actually aren't, and you cannot remove them from your Domination gear with the chisel (you'll get the error message "That item is not a valid target").

At the end of the day, this is just a way to get rid of your Stygian Ember
