Only if he's hosting it himself. Usually you license a Ventrilo server from a third-party (like hosting a website) and that company is responsible for managing the servers, making sure they are backed up and updated. So to answer your question: No, in 99% of cases somebody's Vent server is on regardless of if they personally have internet access (unless they stop paying for it, at which point it will be taken offline)

Yeah. Same as Teamspeak. There is a client and a server version. If you know how to set it up you could set up a server on your own computers and have people connect to it.

The majority (that I've seen) of hosted sites will be something like barium.typefrag.com with some random port.
