Well spirit is really not an issue while levelling Elemental, go for intellect / spellpower / crit.
Gear could be a problem, but remember most of the Vanilla WoW instance gear has been upgraded to fit late WotLK and Cata chagnes. It's still advisable to add a cloth or leather piece every now and then if you have to, but you won't be as gear starved as you might think you will be.
Also remember that outside instances, where most of the loot has not been changed for Vanilla WoW - shaman's shared lood with hunters, who back then also used intellect.
As for your weapon - whatever has better stats. Staves are easier, of course, because they consist of... just the staff. But if you can roll on a spell shield - roll. If you can roll on spell mace / dagger - roll.
It's only low-level content after all.

I suggest just getting the heirloom staff so you wont have to worry about upgrading the shield all the time.
As for armor if you already had the cloth heirlooms then use them no sense in waisting thoussands of JPs and gold for some extra stats.
You don't even get extra stats. You get +5% int at 50+ and some more armor :P
