The only place I've been where execute really performs is Vael in BWL.
Best encounter in the game, that I've seen so far.
Aran in Kara, nothing like topping the dps meter as a tank.

He is untankable, so I use my old fury gear, I was fury for a long time before I started tanking so my gear is pretty nice and almost makes up for the lack of spec. But you can get quite a few executes in on a raid boss, really spikes your dps and even with his aggro table being kinda screwy as fast as fury hits I end up taking more damage than most the raid so I always have a nice amount of rage to play with.

Execute is the highest DPS & DPR ability once it becomes available in battle. It is better to negate all other damaging abilities in favor of using Execute repeatedly (unless you have almost 3000 attack power, in which case use Bloodthirst).
The 33.3~% decrease in rage cost directly translates into higher overall damage which further widens the gap. However, I don't believe dropping Weapon Mastery is the best way to obtain this talent.
To be honest, I'm not sure what one would drop to get it. There just isn't much flexibility in the standard 17/44 to do it. I'll see if I can research a bit on this, but I don't think it's optimal at this point in time.
(My initial thoughts include dropping a point or two from Commanding Presence and/or Unbridled Wrath, but that really isn't a good thing to do, in my opinion. Just as Quab said, it's only 20% of the battle to start with.)
