1400 arp is close to the cap in numbers.

I have been searching forums and read read 1231 for 100% arpen on 3 different forum threads... however I am an 80 fury warrior, Wrath on Azgalor, searching for the cap myself to regem for DBW and its right at 1400 armor penetration for 100%. Dont know where this number of 1231 is coming from maybe they are old threads or maybe thats just for druids or something, but warrior 100% arpen is 1400 give or take a point or two. I dropped down to 1386 and was at 99.1%. Hope this helps.
also add this to your favorites its all the warrior stat caps BESIDES arp.. dont know why they dont have that on here as well but it has come in handy many times:

They have increased the numbers required to reach 100%... 2 times if I remember correctly.
So those numbers are from pre-patch 3.2 maybe (not sure on the patch).

NES's uptime is 10/45 seconds = 2/9 according to forum comments varying slightly by crit chance.. so basically if you gem arpen past where you are now those gems are completely useless ~2/9 of the time whereas if you gem strength with just enough arp to reach the cap while NES is up those gems are working 100% of the time and making you hit even harder for the uptime on your trinket procs
You could punch the numbers into a program like rawr and find out exactly when you should turn those strength gems into arp gems but as a warrior eventually your goal will be to reach 100% static arp. That being said were I in your situation I would gem strength after you have hit the soft cap and wait till you get a solid replacement like DBW to gem to full arp when you can get close to or hit 100% static arpen

i've never seen an uptime that high on NES; 15% is more reasonable.
looking at the gems as useless when the trinket procs is backwards, imo. better to think of it as the proc itself getting weaker. i know it's the same thing, but since your goal is the hard cap, you're better off looking at the trinket as getting weaker and keep gemming for your ultimate goal of 100%.
then just replace the trinket when it loses too much of it's value.

I took that number from the forums here on wowhead under the NES it very well may be closer to 15% again it depends somewhat on your crit chance- and either way you handle it isnt going to be a make or break difference but I like the way you put it of the trinket getting weaker realistically that is probably an easier way to go
