Yeah, I agree that it will.
I ran H-DTK and pulled about 7.5k tps on the first boss... in a 4k gs outfit. No rogues or hunters were in the group.
My 5.5k gs Protection Paladin is lucky to pull 9k tps in heroics, with wings up.
I'm a bit mystified; this change to IT makes DKs have a choice between damage and threat, trading off damage to do more threat, which seems to be Blizzard's preferred way of dealing with things.
Remember the changes to shield slam, to tone down the damage but increase the innate threat? Warriors use shield slam a load more more then any DK would use IT. More threat, less damage, that's how Blizzard has been working tanking in the last months.
The notion that the threat will be nerfed, well, why, exactly? Nerfs spring from complaints: people complained because DKs had trouble with snap agro, but the "IT machine gun" is an idea that creates stupidly high amounts of threat, as in far more then you would ever need, and sacrifices damage. Damage, of course, being the thing all tanks have been clambering for, and one of the strong points of DK tanks.
Just look at your example: in an instance you overgear, you put out way, way more threat then you needed on one target. You compare it to a paladin putting out way, way more threat then they need. Who cares? Both characters are putting out more threat then they need, and, as Ghostcrawler has said many times, they are overall dissapointed with how threat has worked out in WotLK.
I expect this all to change in Cata, because everything is changing in Cata. But that they'll nerf it in between now and then? When the only new content we know of is Sartharion V.2?
If there is a complaint that in raids DPS are getting threat capped, then that could lead to people complaining that you "need" a DK with their crazy threat gen. But that complaint would be news to me, as there simply isn't an issue in raids of DPS having to care about threat at all.

see this is why it needs to be nerfed. IT is supposed to help at the beginning of a
SINGLE
target fight. your trying to use IT in a way it wasn't designed and that'll be the reason it get's nerfed.
Using IT machine which changes the natural rotation will cause a nerf.
using IT as a taunt to pick up loose adds will also cause it to be nerfed. yes it's a nice way to get some quick threat on it. but if your tanking 5 adds. you've already applied diseases and pest and 1 agros someone else. if your using IT instead of say taunting it and hitting it with RS and maybe a HS or OB then your using IT in a way they weren't intending which will cause it to be nerfed.
either way i see it getting nerfed so i guess enjoy it while you can. But i wouldn't get used to a new rotation or use of the skill because then you'll be upset and disappointed when they change it

I like the changes. Yes, the threat is insane, but when i have enough threat, i can DPS and use those runes on my obliterates. I don't always need to use IT and anyone going out of thier way to just hit IT is silly. If you have enough threat, you aid the group by going for max DPS.

Only thing i have changed is the glyph of HB. i want to use IT in my rotation now instead of HB to refresh my FF.
