Achievable through using normal mount Sandstone drake around valdrakken is the easiest.

You get this by flying trough 30 rings placed by a group member and have them fly trough 30 of yours. You get a stacking buff to keep track of your progress, no need to have them active at the same time.

You can mount have your friend mount your Sandstone Drake and just fly straight for about a minute. I used my second account for this and got the achievement with this method.

Just did this on EU with 1 other party member, this was the strategy.
Toy is from this year's Christmas Presents under the Ironforge and Orgrimmar Christmas Tree, near Greatfather Winter.
Overall takes less than 5mins. Cooldown is reduced to 8mins during Winterveil Event.

1 - 2x Players group up and go to the top of Valdrakken tower (Seat of the Aspects)
2 - Both mounted up on dragon-riding mounts (don't know if this is required)
3 - Player 1 uses the toy Junior Timekeeper's Racing Belt and Player 2 follows
- You can actually just run in circles around the Seat of the Aspects, and there is no need to fly or dragon ride
4 - Wait until Player 1 hits 30x Stacks of Course Tracer and Player 2 hits 30x Stacks of Course Racer
5 - Swap to Player 2 using the Junior Timekeeper's Racing Belt and Player 1 following for the same 30x Stack buff

It's a hidden Feat of Strength, but you can track the achievement using this script (paste it in chat):
/run C_ContentTracking.StartTracking(2,19130)

If you stack up the buff to 40, you also get a 24 hour cosmetic buff called Hero of Lord Andestrasz.

Don't even have to be able to fly.
I just did this with a level 10 alt on a second account with a Sandstone Drake.
Just had to find a place that's big enough (because you get a debuff preventing creating new circles when you're too close to the previous one) and round (because you lose the ring creation buff if you don't create a new ring soon enough, which happened to me when I had to turn back after hitting a wall).
The Western Earthshrine area in Orgrimmar (the one that has the portals to Cataclysm zones, around 52 39) proved to be a perfect spot.

If you are wondering about using a second account for this - it DOES NOT have to have an active subscription, and can be a "starter edition" trial. To party up, just invite the second account to group from your main account.

If you don't have a Sandstone Drake, you can use regular mounts or even run together on the ground with /follow.

Find someone or use your second account, use Junior Timekeeper's Racing Belt, and have them follow you until 30 stacks, then they use the toy, and you follow them until you have 30 stacks.

This video shows you how to obtain the World of Warcraft Feat of Strength achievement "Junior Racing Champion."

In order to obtain this achievement, two players must have the toy Junior Timekeeper's racing belt, from the Winter Veil Event.

Once you have the toy, you should pick a location that is easy for one player to follow another in a circle. We chose the seat of aspects in Valdrakken.

Both players should mount up on flying mounts. Player one will use the toy and fly around in circles with player 2 following, until player one has 30 stacks of course tracer, and player 2 has 30 stacks of course racer.

Let player 2 take the lead, until they receive 30 stacks of course tracer, and player 1 has 30 stacks of course racer.

Then you're all done!

Still achievable as of 11.0.7, assuming you have the Junior Timekeeper's Racing Belt toy. I did it in Ironforge using my main account + a second char on a free starter account. I switched to steady flight style vs. dragonriding style for convenience. Main summoned the Sandstone Drake (2 person mount) and my freebie level 1 climbed on it too. Both chars used the toy from the toybox. I then flew in a circle around the small pool in the Mystic Ward until I got the 30 stacks which granted the achievement. (Actually I first used the toy on only the main, got the 30 stacks there, then realized I needed to use it on the freebie too so I repeated the process - I think it should have worked in one step but noting what happened in case it doesn't for some reason.)

I finally managed to get this achievement by the water pond in the Mystic Ward in Ironforge, just as a previous commenter said - with my main on the Sandstone Drake and a free starter account character on top of it. HOWEVER: I kept failing this for a couple times with the buff for spawning rings running out entirely and somehow the rings not being visible to me. I even tried it outside of Iron Forge on some mountain until I realised that whenever you get the debuff that makes you red and which reads "You are too close to a racing ring to create a new one" that it stops the tracking of one of the buffs, usually the "racing" buff, entirely.

To fix this I simply changed my course of flying. You DON'T need to stop after every ring for one second, contrary to what other people suggested here. Instead:
Look at / Visualize the water pond in Iron Forge. Instead of flying directly above the three pillars surrounding the pond, fly around them. Basically circle the pond as much as you can without hitting walls or buildings. As soon as you got the groove for this you can keep flying permanently and don't have to stop even once. The buffs just keep rolling and you never get the debuff. Took me way too long to understand this, almost made it a hard-earned achievement lol
