Just fly around and spam it.
You can clone the /tar line as much as the macro allows you (characters limit)

Best way to get Packfather Banescale and Murloco's Taco:

Server hop by joining premade groups specifically in Nazjatar. Stay where Packmother spawns. Keep changing groups until she spawns. Once she does. Kill her. He spawns up ahead near the ruined pavilion, just 100 yards north. You'll literally see the rare "star" pop up on your mini map (top right hand corner) from where you just killed her.

She doesn't spawn when you join a group? Leave. Find a new group until she spawns. Kill her. He spawns. You win.

But for the love of god. When he spawns, call it out and let everyone know he's spawned. It's a tough rare to get and helping anyone else who wants it is a big help and a weight lifted off other's shoulders.

Recommendation: turn war mode off....

Does this achievement need to be done on just one character? Or can my alts contribute to this kill list?

I can confirm that can be done on a different character. I completed most of the "Undersea Usurper" Achievement on my main, then swapped to alt to complete the "Thought you said they's be rare".
