PTR Patch 4.1 Notes Updated (3/1)
Just a few quick
Warrior
changes so far today, and it looks as though the mana cost increase to
Druid
's
Lifebloom
may have been reverted. I'm sure we'll see more changes being added as the day progresses and I'll update this post as necessary with the latest patch notes changes!

4.1 PTR Patch Notes

Lifebloom
's bloom effect has been reduced by 20%.
In addition, it now costs 11% of base mana, up from 7%.
Warrior
Talent Specializations
Arms
damage has been increased by 10% to keep stat parity with other strike changes.
Fury
Mastery: Unshackled Fury
now only grants 2 base points of mastery, down from 8. This change offsets the
boost to better control Fury burst damage.

PTR Patch 4.1 Notes Updated (2/28)
The first batch of major updates to the PTR Patch 4.1 patch notes has been posted, including some
Warlock
changes (finally!) as well as some
Warrior
. In addition, this update also brings adjustments to the battlegrounds flag-carrying debuffs and an obnoxious nerf to
Druid
's
Lifebloom
. Looks like more of those beloved PVP changes that end up screwing over players in PVE... oh well.

Apparently Blizzard snuck a few more changes in within the past half-hour, I've added these as well to the full update below so check 'em out! Also, I take back my complaining about the
Lifebloom
change because with this latest update, they've added a very strange restoration

I'm not sure where they're getting the 2.5/5 minutes, since

Upcoming Healer Changes! Resto Shaman Specialization Buffed, Power Word: Shield Mana Cost Increased
Looks like Blizzard is interested in taking some necessary steps towards balancing out healers in Cataclysm! As anyone who plays a healer (or healers) in Cataclysm has realized, the classes are pretty terribly balanced compared to each other - for example, priests were almost downright unplayable at launch, and now they're rather overpowered! Some other healing specs have just been relatively lackluster in comparison. Restoration shamans, for example - have you seen the
logs
? Yeesh.
To address some concerns, Blizzard is making two major changes via upcoming hotfixes - the
Priest
Power Word: Shield
's mana cost will be
increased
by 33% and
Shaman
passive specialization is being increased to 25% (from 10%). In addition, the addition of healing cooldowns have been proposed for both Restoration Shamans and Druids in an upcoming patch!

The Exalted
title. Note that the associated achievement does not state that this title will be awarded when it's earned. This will be corrected in a future patch. More information can be found here.

Latest Cataclysm Hotfixes (Feb 11)
The latest Cataclysm hotfixes have been posted; Blizzard is now calling this "4.0.6a." New hotfixes have just been added, so check 'em all out!
Notable changes include:

Hunter
)
Auto Shot
was not firing while the hunter was moving under certain conditions. Auto Shot should now always function correctly while the hunter is moving.
Some Vicious Gladiator's weapons (item level 359) incorrectly had their costs increased. This has been corrected. Two-hand and ranged weapons now cost 3400 Conquest Points, while one-hand and caster weapons now cost 2450 Conquest Points.
All Vicious Gladiator's weapons (item level 372) have been temporarily removed from the Glorious Conquest Quartermasters until the time is right to officially introduce them into Azerothian society.

Blizzard has just updated their
PTR Patch 4.0.6 Notes
with the latest build changes!
A number of Haste-based changes have been temporarily reverted, "waiting on code change to make haste scaling more consistent with spell haste," so don't fret - they'll probably be back (here's looking at you, hunters). Most notable changes include:
The definition of a Guild Group for 5-player dungeons has been refined, guild experience boost for a full guild 5-player group.

Blizzard has just updated their
PTR Patch 4.0.6 Notes
with the latest build changes!
This latest build nearly doubled the size of the patch notes, and includes many new changes in dungeons & raids, spell / talent changes for nearly every class / spec, and many welcome profession buffs as well! Some major highlights include:
Nearly every Heroic dungeon encounter has been retooled! Some fights / abilities have been nerfed, others buffed!
Some missing Azerothian rare spawns have been re-added with buffed loot and respawn timers! Hunters rejoice!
A socket has been added to all crafted epic armor pieces that did not already have one.
Alchemist's Stones
for Agility, Strength, and Intellect have been added.
now increase Agility, Strength, or Intellect (whichever is highest for the character).

Upcoming 4.0.6 PTR Shaman Class Changes Preview

has just posted a peek at some upcoming updates to the official
PTR Patch 4.0.6 patch notes
, including a batch of
Shaman
changes! According to him, we should see the patch notes updated at some point tomorrow evening, so stay tuned! For now, shaman changes!
Those changes were only announced in the context of warlock changes. I recognize though that the first draft of patch notes did not yet have shaman changes listed. In light of that -- and to hopefully dissuade you all from invading the warlock forum about the changes I listed there -- below you'll find the tentative shaman notes. The patch notes will likely be updated to include these changes tomorrow evening.

Ghostcrawler Discusses Upcoming Major Class Changes
Now that many players are level 85, Blizzard has been receiving a ton of feedback (both positive and negative) regarding their classes, specs and other balancing / playability concerns. They've taken a lot of these concerns, with their own review, and Ghostcrawler has just posted a very inclusive and informative post detailing developer impressions of the current state of the game and various aspects of it, projecting potential and possible changes we'll see in the near future. Definitely worth a read!

Cataclysm: New Class & Race Combinations
One of the features that will be going live with patch 4.0.3a are the new Race/Class combinations
. This has been in our
Cataclysm Guide
for a while but we figured you might appreciate a nice clean table to ponder over while you wait for the servers to come back up.
Update
: To clarify questions being asked in the comments:
When maintenance is complete, you will be able to choose any of the new combinations denoted by the symbol in the "Added in 4.0.3a" table below
. However, you will need to purchase Cataclysm and wait until December 7th before you can roll a Goblin or Worgen.
