If you're using EllesmereUI, the Omnium Folio button may be hidden. Go to the Minimap section in the EllesmereUI settings and disable that feature. This is most likely temporary and should be fixed once the UI is updated.

Don't spend time looking for the folio in your bags. it is a minimap button

I did with my main, and with my alt, the button don't pop up in my minimap, anyone else?

I think since it is warbound, you can't do the quest again on alts. I got to the point to open my folio and I cant. No minimap button

So is there a way back to hand in the quest if you leave the area before completing it? I cannot find one. The hand in is marked on minimap, but it appears to be impossible to get to.

Edit: Yes there is a way back. As mentioned below, there a portal you can in Silvermoon (38.89, 48.87) take that will teleport you to the entrance at 64.04, 29.05 on the Isle of Quel'Danas (NOT Silvermoon). Run through the entrance and go to your left. Or alternatively you can just fly to the entrance on the Isle of Quel'Danas. None of this working for me when it was released, but it is now.

To get back to the Lycaneum...

Enter, take a left, then follow the hallway to the end and go up the spiral stairs (ALL the way to the end).

To open the folio if you don't have the icon...
You can simulate opening the minimap button if hidden by addon or such:
/run ExpansionLandingPageMinimapButton:Click()

This is the fastest path I've found after doing a few alts...

Get quests
Do intro things in the library
Hearth to Silvermoon
Fly to tower (The Shadowed Tower)
Do the things, kill the thing
Arcantina port back to Silvermoon
Fly to Rommath's "study" (Unraveling the Wards)
Solve the 3 puzzles, help Rommath kill the guy
Use the portal to get back to Magister's Terrace
Turn in quests, get the folio, use the folio

If you're using an addon that hides expansion buttons you can probably access the Omniun through that addons screens
I'm using Plumber and I just click its minimap icon to look at my Omnium powers, just make sure to update your stuff
Also if you're using the Advanced Interface Options addon, there's a toggle in edit mode for expansion buttons, check if its toggled it off if you still cant access it

Dunno why you cant just click on the gosh darn Omnium itself to access it

If the minimap button has disappeared for you/ isn't showing up on your alt, I found that the addon Plumber's minimap button will pop up a window where you can access the folio.

While your chosen affinity has no doubt leaned you toward Umbric's runes, at least consider what I've offered. The school of fire is not something to shirk so readily.

When I got on an alt, I set the folio.
Then I picked up this quest.
I didn't get credit until I hearthed out.

if you happen to have pick up a folio before starting the quest you can swap to the other folio to get credit for the quest and then swap back, no charge.

1. How on earth can this crappy quest line NOT be account wide?
2. And don't even let me get started with the invisible/hidden minimap button instead of just using the big fat "Sunstrider Omnium" I am standing in front of!

/EDIT:
1. got fixed after many complaints like 2 weeks into this new borrowed power mechanic.
2. can still be a problem if you turn in the quest (for the first time or whenever for either of your characters) and there's no visible minimap button. In the past with similar "Boost Machine Trees", you could click on it and ... done!

Seeking Knowledge Week 1 of 5: The Omnium Folio

Retrieve your Omnium Folio from Grand Magister Rommath and Empower your first rune.

	Open your Omnium Folio and empower your first rune (1)

Description

Those who sought to learn from the Omnium had to contribute to it. While most magisters studied within the Terrace, a select few were appointed as "Seekers of Wisdom." Seekers would search for new and foreign magic to contribute to the Omnium's vast index for study. Given your... adventurous experience, I think you'd make an excellent seeker. If you're interested, the Grand Magister will explain more.
