You'll be able to "water Oasis plants" by using your watering jug item next to the plants that are located in the cylindrical containers with spinning air at 74:34 close to where the little robot is wandering.

For those that were confused as hell at the vague description of what plants you are actually suppose to water and spent way too long wandering around trying to water anything that looks like a plant. The ones you are looking for are the plants in the glass tubes with locks on them, south of the central part of the dome.

Watering Jug was not competing for me, had to abandon quest and picked up again and it immediately completed watering jug.

I agree this is one of the vague written quests blizzard has given us.

Use Watering jug to water plants - Use Watering Jug in or near the group of plants /way #2371 73.95 34.36 Water Plants

First I would go get the Watering Jug by interacting with Watering Jug then move on to interacting with Torn-up Earth, I'd then water the plants by using Watering Jug and then interact with Data Collection Drone near by.
Here's a macro to help spot him.

The watering jug can be placed in your warbound bank >.> I somehow accidently put mine in there and just spent WAY too much time trying to figure out why I couldn't use the item. Probably the only goober out there that did such a thing but figured I would post anyways lol

The robot doesn't do anything if you click on it buggy quest that you can't even do.

Coded to confuse. While you can use any watering jug to water the plants, and there are several watering jugs scattered around, only one watering jug will progress the quest: /way 73.01, 33.01

BTW you don't actually have to water plants in cylinders. The plants with large orange blooms also work - quite a lot of these scattered around.

The plants that are in the tubes are the type they want you to water, but any other plant that looks like that without a tube will also work. I wandered around watering everything, but the description said "bulbous" so I tried on one I found by a tree and it worked!

Description

While you will be on assignments that befit your skill set, there are also additional tasks that need to be done in the Oasis on a regular basis. While these are typically done by the custodians, if you are in the area I would not say no to your assistance with them. Now, and in the future.
