You will find the goblins after bathing in the blood pools for the debuff. Takes about 40

Stand in the Blood Pools around the bosses till you get 40 stacks and if you stay till 100 stacks you get an achievement. Then just fly around looking for GREEN HIGHLIGHTED GOBLINS, some will attack when talked to !

The quest only tells you to get 25 stacks, but you definitely need more than that to be able to see enough Goblins to finish the quest.

Step 1. Obtain 25+ stacks of Unseeming Shift.
- To achieve this, just stand in the river of red slime-water. It does a little damage, but gathers the stacks rather quickly.

Step 2. Lost Goblins rescued.
- They will appear on your mini-map as a yellow circle. Find them, click on them.

For the quest end NPCs to populate you have to speak with Primrose Crankshaft by the Liberation of Undermine meeting stone and pause the uprising.

Small tip for fellow druids out there. Go with in the Flight Form steady flight (not the skyriding one). Stand near a goblin and right click him. If he turns hostile, just fly a bit up, the goblin can no longer hit you, and goes back to be "tied up". Right click again, most of the time he will accept the "freedom" and you get the credit for it. (way faster than killing him and moving to the next).

Description

Some of the workers forced by the Darkfuse to work the blood fields never made it home. We've got reports that they might be lost in whatever the "Unseeming" is. Apparently it's got something to do with the big blood puddles? Sounds like a job for someone more expendable--I mean experienced, than me.
