For me, They were all on the 4th floor, looking at a clock, the Earth core was at 1oclock, the Fire at 5 o clock, Wind at 7 o clock, and Water at 10 o clock

I didn't have the quest turn-in in my vault. The yellow question mark was on my minimap, but I never found her. The room where I think she was supposed to be in was a regular locked door.

Edit: I held on to the completed quest and found her in my vault this week. Random.

You can find all 4 Primordial Core behind locked doors across the vault. It can be on any floor, as the vault are proceduraly generated.

Same here no NPC to turn the quest into, was also shared. Maybe next week it will be there? Could also be screwed.. Being screwed is quite an option.

If this quest/giver shows up for you, save some keys for the top floor! You will need at least 4 keys to get all of the bits.

Each vault is procedurally generated, but there are some combinations that, when they happen, all the pieces have to be there. This quest is a good example. If you get the NPC Yevaa, then your fourth floor will include 4 rooms that each have one of the objectives. If you do not have Yevaa in your vault, another pattern for your fourth floor will be chosen.

Another example is the room with chained chests. When it spawns, there will be chains in other rooms to lower the chests. You won't get the chains unless you have chests to lower.

If you get this as a shared quest, you may not be able to turn it in, because when you go into your own vault, you may not have Yevaa's room as part of your spawn. You can safely abandon the quest until she does spawn for you in another week.

Sadly, I cannot turn in this quest. I received in Wednesday, but had all the items by late Thursday night. It gives me a question mark on the map for turn in, it's in the correct room with the rat. But the NPC is gone, no where to be found. For good measure I searched every room just incase. I cannot find her.
I wonder if I should just hold on to the quest and hope that after reset she may just return? hm

This was not a shared quest for me. However, the ncp wasnt there to turn the quest in. Perhaps because I was in and out of the vault. Must be a bug

I got the quest on one week, and collected the orbs next week. As mentioned, she was not in my vault. My "?" room is not the room with the rats, but the one with weapons, so that is not a fixed room. I am guessing it is either where she was last week or where she would have been has she been here this week. I'm hanging on to the finished quest for next time.

I've been unable to turn this quest in for weeks. I acquired the quest, but wasn't able to complete it that same week because the cores didn't spawn I guess. I was, however, able to complete it the next week. But now the NPC to turn the quest in has not reappeared for me yet. Will probably just abandon and forget about it.

Pathetic trash RNG, i'm stuck with turn in for 3 months now, but i did the whole thing in 1 day on another alt character i couldn't care less about. I'm about to beg for a group with NPC up. 2 more weeks and i'll drop this whackamole on a character with all other quests in the game completed.

Upd.: After i had to google harder on my issue, i found official blizzard article saying i had to abandon the quest for Yevaa to spawn again. Sure enough it worked. Incredible billion-dollar experience.

Upd.2: Apparently this quest is repeatable.

One of the worst quest designs I have encountered in this game. Basically complete the collection part of the quest and then wait weeks or months before the npc is available to complete the quest. After just over 3 months, I abandoned this quest as there was nothing of value in completing the quest.
My gosh, what a horribly designed quest.

Primordial Answers

Obtain a Primordial Earth, Fire, Water and Storm Core from the elementals within the Zskera Vaults.

Description

Revelations await us within this vault. Perhaps we'll find a way to protect ourselves against Primalist magic. The elementals hiding in these vaults are wild, ancient, and free of Primalist control. Perhaps they hold the secret to helping the elementals on the surface. I have an idea. We'll need four primordial cores. Then we can construct a talisman that can purify and remove the influence of Primalist control from the elementals outside. If you help us, I will share what we have found here.
