Turning on Warmode allowed me to turn in quests

If Lanigosa disappears in the middle of you handing in the quests, a simple relog should do the trick :)
I experienced it myself, and I just logged out/in, and I could hand in the quest :)

Depending on the dialouge options you choose, you won't have to fight the ghosts. I did some minor testing and I've found these to be the "correct" answers.

Anxious Memory
1) It's alright. I am a friend, and I came here to help you.
2) Look around you; the danger has passed. This is not the home you remember.

Dutiful Memory
1) Your captain sent me to relieve you. You can rest now.
2) They've turned back. Your watch has ended. You can rest now.

Frightened Memory
1) Shandaral has been gone for thousands of years.
2) Think back. What do you really remember?

Wrathful Memory
1) All that anger, and for what? What have you accomplished here?
2) Look around. Shandaral fell by your own people's hands. Do not use your rage to shroud the truth.

It doesn't really matter if you successfully soothe them or not, since killing them also counts for the quest but it's nice to have a peaceful route. :)

Description

In attempting to defend their home against the fury of the blue dragonflight, Shandaral's mages condemned the souls of their people to an eternity of crystalline torment. Now their echoes wander aimlessly, reliving their civilization's doom again and again for more than ten thousand years. I have found that some of the shades yet retain a shred of sentience. Perhaps they can be reasoned with--convinced to free themselves from the mire of their own ancient fear and pass on at last.
