(some spoilers ahead)
This intro doesn't make sense. Nathanos basically says "we have a mission and Zandalari will lend them our fleet". No details whatsover. Then after talking to the NPC, it cuts to a cutscene that put us in the middle of the ocean already being chased by the alliance... like, wtf? No details about what we were doing or why we're being chased? When you get down, it kinda looks like Nathanos intended this to happen, or at least knew it was going to happen? It really looks like it's missing something between being summoned and actually sailing.

(EDIT: if this gets explained later, just reply as such. Don't actually explain it here, to not spoil it even more)

If you fall below the ship when being ported to Nazjatar, you can hearth back to Zandalar and speak with Captain Rez'okun to send you back to Nazjatar.

I'm just guessing here, so probably doesn't qualify as a spoiler but I'll put it in one anyway

It seems pretty obvious to me... (especially with Ashvane coming up) that Sylvanas is trying to make some kind of alliance with Queen Azshara (or even more likely has already made it).
I'm assuming that's what Blightcaller has some role to play in.

This quest is the introductory quest to Nazjatar for Alliance, too, and opens up the zone.

If you are a fresh 120 and looking to start Najatar after unlocking world quests.. you need to log out and then log back in to get the "Warchief's Order" to pop up.

I've run into this issue and currently had the same thing happen with as guildie today.

After faction transfer from Alliance to Horde, you might be wondering how to get into Nazjatar. I spent quite a bit of time wandering around before figuring this out.

You must complete Welcome to Zandalar which starts with Battle for Azeroth: Mission Statement in Orgrimmar and then continues to the Stormwind Extraction scenario. If you haven't completed this on another horde character, you must complete the scenario to continue the Zandalar intro quests required to unlock Nazjatar. Once you've completed the intro quests in Zandalar, you can get the "Send the Fleet" quest which unlocks Nazjatar.

So this is still level 50, but uniting Zandalar to unlock world quests is level 60?

Rescaling was not given nearly enough time to be done properly...

Yep, skip all the old stuff and jump right to going to Silithus to meet Magni Bronzebeard so to start the Legendary Cloak questline!

On Alliance, go to the NPC 'Earthen Guardian' at 75, 15 in Boralus Harbor (standing outside, just east of the Snug Harbor Inn in the Tradewinds Market).

On Horde go to the NPC 'Earthen Guardian' at 51, 89 in the southern end of Dazar'alor -- just SW of the kitchen in the Grand Bazaar.

Description

The Warchief has entrusted me with a mission of the highest priority, <name>. The mission will succeed, of this there is no question, but to ensure that any obstacles I encounter are dealt with swiftly I once again have need of your particular skills. The Zandalari have offered us use of their ships for this endeavor. Clear out whatever affairs you have remaining and report to Captain Rez'okun when you are ready to set sail.
