The goats need to be alive when you shear them.

I'm at 20 goats now, and neither they aggro or get feared. No fur. Not sure what I'm missing.

As of August 23 2018; there are hardly goats that I have found (1 or 2) so please shave it and leave it alive just run if you get aggro please.

Don't kill the goats but use item (click on goat) when close. They can variously fear or attack.

There are not many goats and spread around. Try the track up to the glacier from the Roughneck camp.

Also, if you prefer, shaving creates a 45 second debuff to prevent re-shaving. Just wait 45 seconds on the same goat and repeat. Run out of aggro if attacked.

Rogues doing this quest can sap the goat from stealth and shear and will not be attacked when sap fades from sapping the next goat.
If you get stuff in combat (since shearing counts as an attack) run to and past the next goat and combat should fade stealth sap new goat repeat.
Sapping the goat can keep it in one spot through the debuff and the same goat can be sheared again. Sometimes the goat does fade away but I am unsure if this is due to being sheared or a phasing issue like when chest and gathering nodes randomly vanish due to warmode shard balancing.
I have not tested this with a mage to see if polymorph has the same effect or if the polymorphed sheep can be sheared.

For some reason after one goat the interacting "Hand" just turns into an attack-sword so you can no longer just right-click the goats. If you look at your onscreen quest log you can find the razor that you can target a goat and "use" instead of right-clicking, though.

You *can* get the same goat more than once if you don't kill it afterward, the freshly-shaved debuff fades after 45 seconds after which you can shave the same goat again.

Watch out for the dang bears around the goats. They will chase and attack them while you are camping one for shaving.
