If you have leveled an alt in 8.2 and wonder how your neck gets upgraded:

Complete the Nazjarar intro quests, up to the bit where you activate the Azorite forge.
The levels you used to get are granted at the end of the quest line with MOTHER when she shoots you to level 35.

FYI, Alliance: he is in the same place you go to upgrade and manage your Heart of Azeroth neck.

Go to Boralis, go to the portal room, face the back wall. It's the portal on the left labelled Silithus.

He's standing on his little pad to the left of the portal to the Heart room.

From 20 November 2020 Hotfix notes:

Resolved an issue where characters boosted with the Shadowlands boost were unable to see Magni Bronzebeard in the Chamber of the Heart after receiving the Heart of Azeroth.

Just for fun, gonna comment on a few pages regarding the Heart of Azeroth.
In Shadowlands, you cannot obtain the Heart prior to level 50. After which you can obtain a quest from the Earthen Guardian.

And confirmed my suspicions about not being able to do "A Dying World" prior to level 50 with a support article:

"To obtain the Heart of Azeroth you must complete the quest A Dying World. This quest requires your character to be level 50. The quest is pushed to you when you visit your capital city Boralus or Dazar'alor. There is no other requirement.

If you abandoned the quest line in error, go back to Boralus or Dazar'alor and talk to the Earthen Guardian to help you get back to the Chamber of the Heart."

(The following assumes you do not have a Silithus portal available)

We all know about the way to toggle map phases based on time lines / expansions but on this occasion Zidormi is located way to the north. Great if you are on foot walking up from Un'Goro Crater. Unlikely, lol.

Collecting your Battle for Azeroth Heart of Azeroth from Magni Bronzebeard and other gear with quests such as The Heart of Azeroth or Infusing the Heart, require you to see the scarred Battle for Azeroth version of Silithus and conversely farming your Cenarion Circle rep, collecting Tricky Treat, questing or mining require the "old" time phase.

Better is Rhonormu at (33.34,80.70) in the far south on the Silithus map, regardless of the time phase.

From your capital, grab the Uldum portal to Ramkahen.
Then fly up to the Oasis of Vir'sar or use the flight point to there.
Now hop over the border to the deep south of Silithus, to the entrance of Ahn'Qiraj.
Do a "/tar Rho" in chat, without the quotes as Rhonormu can be difficult to find the first time.

Swap time phases to your heart's content!
