These are found in the Shifting Sands location and not Valdrakkan also good to note that these are on a shared spawn so you may have to wait a bit for one to show up.

Found 3 around 58.66 78,29 Thaldraszus. Just stay there, they have a 1-2min(ish) respawn timer. EDIT: You can collect up to 10 of the Time-Lost Fragments and they can be traded.

You need to collect Time-Lost Fragment not other things you can click around. I accidentally completed the world quest while trying to find those. They look like in the picture.

as soon as you are in the requested area (below the entrance of the mega-dungeon in thaldraszus) you can use your idol of ohn'ahra toy (mounting will remove it). the eyes of the idol above your head tell you the direction where the next time-lost fragment is.

The Shifting Sands is in Thaldraszus to the east, the sandy area above the name The Temporal Conflux on the map.
The first flightpath you come to in that area is called The Shifting Sands, which is the ideal place to start. Turn on your Idol of Ohn'ara and follow the lights from its eyes and you'll find the 3 time lost fragments quickly!

The Time-Lost Fragments for Out of the Sands (started from A Clue: The Shifting Sands) can be found inside the Time-Lost Fragment container, so check that page for locations.

This is part of the the Secrets of Azeroth event. It's obtained in Clue 8.
The clues are part of the Whodunnit? achievement.

Start by talking to Preservationist Kathos to start Into the Sands and obtain A Clue: The Shifting Sands.
Go to the Shifting Sands area in southeast Thaldraszus. Use Idol of Ohn'ahra. Click on the three Time-Lost Fragment.

These are some of the locations the Time-Lost Fragment could spawn.

/way 58.97, 80.08
/way 59.30, 78.82
/way 57.30, 82.11
/way 57.38, 82.92

Combine the fragments to get the quest Out of-the-sands.

I don't know if the clue was referring to a different Azim from the flight master but I went searching south of him and found nothing

If you're like me and can't figure out where Azim is, Azim is the name of the flightmaster in the Shifting Sands in Thaldraszus. (57.63, 79,01)
