You can get ring from Cobalt Assembly reputation.
In decent group it takes about 30-60 minutes to grind enough rep to buy ring.

Was hoping that "abilities" in proc description mean all damaging abilities

From anyone wanting to obtain the proc rings (easy 389 ilevel rings), here's some info on that:

You need to be level 70 farm the required reputation with Cobalt Assembly
Complete the short initial quest chain starting with Welcome to the Assembly, started from Xavin at
The Cobalt Assembly faction is slightly different from a standard faction, as you earn rep not by killing mobs but by looting them. They drop items that increase your reputation bar, and the only indication that this is happening is a chat string stating "The Cobalt Assembly's arcane power increases"

Note that the items themselves do not go in your bags and do not need to be used; they will automatically apply to your reputation

The standard reputation levels (Friendly, Honored, Revered, etc.) are replaced by Cobalt Assembly Power Levels - Empty (1/5), Low (2/5), Medium (3/5), High (4/5) and Maximum (5/5)
To get the rings, you need to reach High Power (level 4/5), which takes less than an hour of farming mobs in a group
The mobs you have to kill are centred around at the Cobalt Assembly in the Azure Span
The mobs are Elite and have quite a bit of health; a group is advised, and there are many in the Group Finder
The Quartermaster that sells the rings is Steiz located at

As of the writing of this post, the rings themselves are NOT visible on the vendor until you reach the requisite High Power (level 4/5)

The rings in question are as follows:

You can only equip 1 "Cobalt Ring of Power" at a time

Some TomTom commands to help you find things:

/way 48, 18 Cobalt Assembly mobs
/way 49.4, 22.6 Steiz Cobalt Assembly Quartermaster

This ring is bugged currently or the proc chance is so low that its pretty bad considering its reduced stats.

I'm an arms warrior and have quite a lot of bleeds. From what i can tell, the effect does not work on my DoT bleeds... anyone know if that's how its supposed to work, if its a bug, or maybe just a reallyyyy low proc chance? thank u :3

Hi all

Small Guide how to farm Reputation for Cobalt Assembly. But to start it You need to have lvl 70.

When You raech level 70 go to see Venthi 49 23 He Will Give You quest Welcome to the Assembly You need only to speak with Xavin.

After that go to enterenc where You will farm reputation 48.8 23.8 and Find Party solo i hard to do in team much faster.

When You will kill mobs You can get drop:
- "Cobalt Assembly Moderate Arcana" - 15 reputation
- "Cobalt Assembly Major Arcana" - 30 reputation

That items are consume automatically. Farm in Party is going preaty fast. Some of mobs are preaty hard. When You fight You can pick Up buffs to help with speed of killing mobs.

Main reword from farming reputation is items selling by Steiz 49.4 22.6:

- Assembly Guardian's Ring
- Assembly Scholar's Loop
- Assembly Preserver's Band
- Pattern: Frozen Spellthread

All of them for Gold with is good.

If you want to farm the Arcana solo then it can be quite challenging especially for a cloth player. I am a destro warlock.
I found a way to farm solo by using 3 of the Cobalt Guardians located at the bottom of the stairs at 49.15, 23.68. These guys are very tough. They have 1.69m HP, never die, take the aggro off from you and they hit hard.
I just kite some of the nearby mobs to near the top of the stairs and then run down to the guardians to request their gracious assistance. They are happy to oblige.
The respawn rate is fast enough that I don't have to wait for the next fight.
The drop rate is fairly low, about 3-5 minutes per Arcana drop, however this was many more than when I tried farming in a large random group. They were all over the place and by the time I got to any of the mobs they were dead. Basically got no Arcana from the group. If it was better organised it would have been better than solo of course.
There is another group of 3 Cobalt Guardians that pass by every 2.5 minutes so it is a good idea to time their arrival with the large group surrounding the Arcane Commander.
Sometimes I took too much damage and died, especially from the brown stuff on the ground when lag froze me for several seconds, but if I was careful to only hit each mob once so I would usually not get aggro. Only a single hit is required to get loot.
It took me a couple of hours to finish the first two Cobalt Assembly levels. The third level will take longer because it needs 2400 points. No hurry. :)
I hope this helps some people who want to take their time and farm solo.

Interestingly, this ring does not have a level requirement. Farmed rep with a 70 friend starting at level 67. Got to High (enough to buy the ring) just into level 69. Was able to purchase and equip the ring: https://imgur.com/a/AfbDHP1
